39a <br /> <br /> MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> October 29, 1977 <br /> <br />CALL TO ORDER <br /> Mayor Robert Philcox called the Adjourned Regular Meeting of the City Council <br />to order at 10:00 A.M. <br /> <br />ROLL CALL <br />Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Herlihy, LeClaire, Mercer and Mayor Philcox were present. <br /> , <br /> <br />Mr. Brown, City Manager, Mr. Scheidig, City Attorney, and Mr. Harris, Director of <br />Planning, were present. <br /> <br />PUBLIC HEARINGS <br />Applicat.~o~ .0f t~p, City.of Pleasanton to adopt a Residential Allocation ProSram <br />Fonsis.~in5 of a Community Development El~ement~ NeMative Declaration pertaining <br />to the Elem.ent~ draft Residential Allocation Program Ordinance and th~ mandatgrZ <br />and incentive elements of the Allocation Pro~ra~ <br />(Contd. Open from 10-18-77 and 10-27-77) <br /> Mayor Philcox stated this was the final public hearing meeting regarding the <br />Residential Allocation Program, and the purpose of this meeting was to take public <br />testimony regarding this matter. <br /> <br /> Mayor Philcox declared the continued public hearing Open. <br /> <br /> Mrs. Noel Anger, representing the League of Women Voters of Livermore-Amador <br />Valley, read a letter dated October 27, 1977, presenting the view of this organi- <br />zation regarding the Residential Allocation Program, which was generally in sup- <br />port of the plan. <br /> <br /> Mr. William Mahafee, 2485 Tice Valley Boulevard, Walnut Creek, asked if the <br />plan effected commercial and industrial as well as residential under the 1972 <br />Settlement Agreement. Mr. Scheidig explained the allocation program schedule <br />in said agreement and how if could affect commercial and industrial development. <br />~. Mahafee stated he was opposed to the Residential Allocation Program as it <br />might affect commercial and industrial development allocation and felt it was <br />improper if it holds up commercial development. <br /> <br /> Mrs. Dagmar Fulton, 4536 Mirador Drive, representing SEEC (Social, Environ- <br />mental, Economic Concerns), which is an organization formed to protect property <br />rights of individuals, presented various State, Regional and Local studies which <br />she felt infringed on individual property owners rights. She urged Council to take <br />a total look at the total picture and the long range effects before making any <br />changes in present ordinances that might further control individuals and add costs <br />to ~he taxpayers. <br /> <br /> Dr. Robert Myers, 717 E. Angela Street, presented a letter dated October 21, <br />1977, regarding his proposed retirement center and how the Residential Alloca- <br />tion Program might affect this development. He presented background information <br />on the subject property and stated he felt the proposed center should be con- <br />sidered as Institutional rather than Residential zoning. <br /> <br /> l <br /> <br /> <br />
