115 <br /> <br /> Mr. Peter Davis, Attorney representing George Oakes, Developer, voiced <br />objections to the Residential Allocation Program, stating that in light of <br />past history it should not apply to Mr. Oakes because of inequity, and it <br />was not consistent with the 1972 Settlement Agreement. <br /> <br /> Councilmember Herlihy objected to Mr. Davis' presentation, stating that <br />only so many sewer connections were available in the City of Pleasanton and <br />he questioned whether it is not wiser to allocate that capacity over a period <br />of time instead of dispersing it all at once. <br /> <br /> Mr. Fred Falendar, Developer, representing himeself and the Associated <br />Building Industry, presented a letter to the City Council outlining the <br />position of the Associated Building Industry on the Residential Allocation <br />Program, and urged that all points contained in the letter be given serious <br />consideration before a decision is made relative to the Program. <br /> <br /> Mrs. Penny Deleray, representing the Housing Authority and the Growth <br />I~nagement Plan Committee, requested Council to keep the Plan as specific <br />as possible; to give it a change as presented by the Committee, and not to <br />water it do~za. <br /> <br /> Mayor Philcox commended the Growth .,Management Committee for their fine job <br />on the Program and expressed Council~s appreciation for their efforts. <br /> <br /> Council discussion ensued regarding lack of public input, further public <br />hearings on this matter, and additional publicity for the meetings. <br /> <br /> Councilmember LeClaire commended staff for their outstanding efforts on <br />the Residential Allocation Program and working with the Committee. <br /> <br /> After discussion, Mayor Philcox continued Open the public hearing on the <br />application of the City of Pleasanton to adopt a Residential Allocation Program <br />consisting of a Community Development Element, Negative Declaration pertaining <br />to the Element, draft Residential Allocation Program Ordinance and the mandatory <br />and incentive elements of the Allocation Program, to October 27, 1977, 7:30 P.M., <br />at the Pleasanton Council Chambers, with another meeting to be held on October <br />29, 1977, 10:00 A.M., at the Pleasanton Council Chambers, for additional public <br />testimony, after which a decision will be made by City Council at a subsequent <br />regular Council meeting. <br /> <br /> Council instructed staff to prepare press releases on the public hearing <br />meetings of October 27 and 29, 1977. <br /> <br />ADJOURDIENT <br /> There being no further business at 8:30 P.M., Mayor Philcox adjourned the <br />meeting to meet again in Regular Session at 8:00 P.M., on October 25, 1977, at <br />the Pleasanton Council Chambers. <br /> <br />Respectfully Submitted, <br /> <br /> 2. 10/18/77 <br /> <br /> <br />
