MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> October 18, 1977 <br /> <br /> CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Robert Philcox called the Adjourned Regular Meeting of the City Council <br /> to order a-t 8:00 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br /> ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Herlihy, LeClaire, Mercer, and Mayor Philcox were present. <br />Councilmember Brandes was absent. Mr. Brown, City Manager, Mr. Scheidig, City <br />Attorney, Mr. Harris, Director of Planning, and Mr. Swift, Planning Analyst, were <br />present. <br /> <br />PUBLIC HEARINGS <br />Application of the City of Pleasanton to adopt a Residential Allocation Proaram <br />consisting of a Community Development Element~ Negative Declaration pertaining .. <br />to the Element~ draft Residential Allocation Program Ordinance and the mandatory <br />and incentive elements of the Allocation Program <br />Mr. Broken presented the report of the Director of Planning dated October 13, <br />1977, regarding response to public comments on the Residential Allocation Program. <br /> <br /> Mr. Harris presented correspondence from Dorothy Johnson and the Chamber of <br />Commerce regarding the Residential Allocation Program for the information of the <br />Council. <br /> <br /> }~yor Philcox declared the public hearing open. <br /> <br /> Mr. Ned Robinson, 1100 Financial Center Building, Oakland, representing <br />Stoneson Development, expressed concern regarding the ordinance as it relates <br />to sewer allocations in connection with the 1972 Settlement Agreement. He <br />presented a suggested exemption to the ordinance for consideration by Council <br />which addresses the Agreement. <br /> <br /> Mr. Michael Parsons, Director of the Pleasanton Housing Authority, stated <br />he felt the Residential Allocation Program should allow some percentage for <br />public housing, and that he had documentation that could be presented revealing <br />this need. <br /> <br /> Mr. Ken Hart, Building Contractor, stated he felt the Residential Allocation <br />Program might be unfair to the small building contractor. He was not familiar <br />with the ordinance and incentive-mandatory provisions, and indicated that he <br />wasn't criticizing the program in toto - just regarding his understanding of <br />capital improvement contributions. Councilmember LeClaire suggested that he <br />obtain a copy of the ordinance from staff. <br /> <br /> <br />
