399 <br /> <br /> MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> October 4, 1977 <br /> <br />CALL TO ORDER <br /> Mayor Robert Philcox called the Special Meeting of the City Council to order <br />at 7:30 P.M., at the Cultural Arts Center. <br /> <br />ROLL CALL <br /> The roll call is recorded as follows: Councilmembers Brandes, Herlihy, <br />LeClaire, Mercer, and Mayor Philcox were present. Mr. Brown, City Manager, <br />Mr. Campbell, Assistant City Manager, Mr. Scheidig, City Attorney, Mr. Harris, <br />Director of Planning, Mr. Sooby, Director of Engineering Services, Mr. McCloud, <br />Director of Public Safety, and Mr. Caporusso, Director of Recreation and Human <br />Resources, were present. <br /> <br />WELCOME AND INTRODUCTIONS <br /> Mayor Philcox began the meeting by welcoming everyone to the Neighborhood <br />Meeting for Pleasanton Valley residents. Mayor Philcox stated that the purpose <br />of the meeting was to briefly describe some of the items that were of concern <br />to the residents and to answer questions that they may have. <br /> <br />DETAILED DISCUSSION <br />Parks and Recreation <br /> Councilmember Mercer reviewed the organization and function of the Depart- <br />ment of Recreation and Human Resources. He described current plans to fund <br />major improvements to the Sports Park wi~h federal and local funds. A copy of <br />the Sports Park development plan was on hand and available for review by members <br />of the audience. <br /> <br /> Councilmember Mercer also commented on the activities of the Swim Center, <br />indicating useage was 10,000 participants higher in 1977 than in 1976 and was <br />due to the opening of the deep water pool. He also described several upcoming <br />events co-sponsored by the Department which might be of interest to residents <br />and their families. <br /> <br />Streets <br /> Councilmember Brandes reviewed the status of streets in the Pleasanton <br />Valley area. He stated that construction is underway and signals are expected <br />to be operating in December at Santa Rita Road and Valley Avenue, and that <br />signals are expected to be in operation on Main Street in November. <br /> <br /> Councilmember Brandes also stated that it is contemplated that a bike lane <br />will be constructed on the north side of Valley Avenue between Crestline Road <br />and Greenwood Road by the City's CETA employees in the spring of 1978. He also <br />stated that it is proposed to construct a bike lane along the west side of Hop- <br />yard Road between West Las Positas Boulevard and Johnson Industrial Drive. <br /> <br /> The status of the West Las Positas Overcrossing was also discussed and <br />Councilmember Brandes indicated that the project has a top City priority. <br /> <br /> <br />
