399 MINUTES of THE MEETING of THE CITY COUNCIL October 4, 1977 CALL TO ORDER Mayor Robert Philcox called the Special Meeting of the City Council to order at 7:30 P.M., at the Cultural Arts Center. ROLL CALL The roll call is recorded as follows: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox were present. Mr. Brown, City Manager, Mr. Campbell, Assistant City Manager, Mr. Scheidig, City Attorney, Mr. Harris, Director of Planning, Mr. Sooby, Director of Engineering Services, Mr. McCloud, Director of Public Safety, and Mr. Caporusso, Director of Recreation and Human Resources, were present. WELCOME AND INTRODUCTIONS Mayor Philcox began the meeting by welcoming everyone to the Neighborhood Meeting for Pleasanton Valley residents. Mayor Philcox stated that the purpose of the meeting was to briefly describe some of the items that were of concern to the residents and to answer questions that they may have. DETAILED DISCUSSION Parks and Recreation Councilmember Mercer reviewed the organization and function of the Depart- ment of Recreation and Human Resources. He described current plans to fund major improvements to the Sports Park wi~h federal and local funds. A copy of the Sports Park development plan was on hand and available for review by members of the audience. Councilmember Mercer also commented on the activities of the Swim Center, indicating useage was 10,000 participants higher in 1977 than in 1976 and was due to the opening of the deep water pool. He also described several upcoming events co-sponsored by the Department which might be of interest to residents and their families. Streets Councilmember Brandes reviewed the status of streets in the Pleasanton Valley area. He stated that construction is underway and signals are expected to be operating in December at Santa Rita Road and Valley Avenue, and that signals are expected to be in operation on Main Street in November. Councilmember Brandes also stated that it is contemplated that a bike lane will be constructed on the north side of Valley Avenue between Crestline Road and Greenwood Road by the City's CETA employees in the spring of 1978. He also stated that it is proposed to construct a bike lane along the west side of Hop- yard Road between West Las Positas Boulevard and Johnson Industrial Drive. The status of the West Las Positas Overcrossing was also discussed and Councilmember Brandes indicated that the project has a top City priority.
