REPORTS OF THE CITY MANAGER (Contd.) <br />Parade Permit - Foothill High School Booster Club <br /> Mr. Walker presented his report dated September 19, 1977, regarding this <br />matter. <br /> <br /> Councilmember Brandes expressed concern regarding City funding for parades <br />and the precedent that might be established. He also expressed concern regard- <br />ing equal support to all fund raising organization in the community, and upon <br />hearing of the money collected by this organization (approximately $3,000.00) <br />believed that they were in a position to reimburse the City for its expenses. <br /> <br /> Mr. Jim Bowe, representing Foothill High School Booster Club, explained <br />the music program of Foothill High School and the use of money raised by the <br />Booster Club, and further needs of the Band. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Mercer, <br />that the Parade Permit for Foothill High School Booster Club be approved subject <br />to conditions, including a condition that the City be reimbursed for all costs. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and Mercer <br />NOES: Councilmembers Herlihy, LeClaire, and Mayor Philcox <br />ABSENT: None <br /> <br /> It was moved by Councilmember Herlihy, and seconded by Councilmember LeClaire, <br />that Resolution No. 77-259, approving the application for Parade Permit by Foot- <br />hill High School Booster Club subject to all conditions recommended by the De- <br />partment of Public Safety, and amending the Budget in the approximate amount of <br />$998.00, to cover the City's cost of the Parade, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Herlihy, LeClaire, and Mayor Philcox <br />NOES: Councilmembers Brandes and Mercer <br />ABSENT: None <br /> <br />Report, ~e: Study of Possible Savings from Turning Off 20% of Cit~'s Street Lights <br />Mr. Brown presented the report of the Assistant City Manager dated August 23, <br />1977, on this matter, continued from the meeting of September 13, 1977. Mr. Brown <br /> Cit ' <br />also presented recommendations to reduce the y s street lighting. <br /> <br /> Mr. John Kaiser, representing PG&E, briefly explained the severity of the <br />energy crisis and stated PG&E would assist the City in any way possible to reduce <br />energy consumption. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember LeClaire, that Resolution No. 77-260, approving the concept of <br />turning off 20% of the City's street lights as recommended by the City Manager <br />as follows: (1) Turning off and removing lights; (2) Changing street lighting <br />standards in new subdivisions; (3) Reducing lighting on major streets; (4) Re- <br />ducing lighting in residential areas; and (5) Review lighting in special areas <br />and reduce where possible, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> 9. 9/20/77 <br /> <br /> <br />
