"We are fortunate in our City to have the type of physical residences as we have <br />at Kottinger. The tenants are very pleased with their individual units and are <br />happy to have the opportunity to live in such pleasant physical surroundings. <br />Unfortunately there has been major occurrences over the past few years that have <br />created an atmosphere of fear and uncertainty. Such conditions and events have <br />prevented many of the tenants from e:Djoying what should be a peaceful tranquil <br />atmosphere, free of pressure, concern, and a complete assurance that they are <br />truly a vital part of our community. <br /> <br />"There have been and still are sincere and conscientious members on the Housing <br />Authority Board who have devoted much time and energy in their Board activities, <br />however, I believe there is a lack of priorities, sensitivity, perspective, and <br />vision on matters of Judgement towards meeting the needs of the residents at <br />Kottinger Place. I feel there is a lack of thorough staff review and resident <br />input in many of the issues presented to the Board for-their decisions. Cur- <br />rentiy, there is no manner in which any decision can be appealed to the City <br />Council (unlike all other City Commissions) because the Housing Authority is <br />a complete autonomous body. <br /> <br />"The following evants of the past and present include the following points which <br />I believe demonstrate such problems: <br /> <br />1. Major Gas Leaks <br /> <br /> - Brought to Boardis attention and there was no action for many months. <br /> Tenants were actually becoming ill and no solution until Fire Department <br /> and PG&E were called in by a tenant to solve the problem by PG&E. <br /> <br />2. Failure to have a Properly Operating Alarm System <br /> <br /> - This has been an unsolved problem for over 2½ years. The residents <br /> · ~ere told and felt great comfort with the supposed effective alarm <br /> system. The Housing Authority Board and staff still have not resolved <br /> the problem. After the unfortunate incident earlier this year wherein <br /> one of the residents passed away and had not been found in her room <br /> for several days public attention was once again focused by the press <br /> over the failure of the alarm system. <br /> <br /> The Housing Authority Executive Directotis response to this situation <br /> was clearly demonstrated at a meeting he called to address the residents <br /> several days later. Nothing was said or done to alleviate their concerns, <br /> in fact Mr. Parsons' reply was "that you people will have to learn to <br /> take care of each other, there is no money to fix the system". I artended <br /> that meeting and it ~as the straw that broke the camel's back. I believe <br /> that almost everyone would have had a similar reaction. Later in January <br /> of this year application was made by the City of Pleasanton for Federal <br /> funds which included $10,000 for the repair of the system. The Pleasanton <br /> City Council at that time authorized the City Manager to advance $10,000 <br /> so that immediate action could be taken. To date tha alarm system has not <br /> been corrected. <br /> <br />3. Water Heaters and Meters <br /> <br /> - N~xt we have another current situation which is the installation of separate <br /> ~ater heaters and meters for each unit.
