MATTERS INITIATED BY COUNCIL MEMBERS Councilmember Brandes stated he felt a constitutional amendment should be placed on the November ballot by the legislature to allow the voters in a city to determine if they would choose to tax themselves for any desired programs or projects they might want~ After discussion, it was moved by Councilmember Brandes, and seconded by Mayor Mercer, authorizing the Mayor to send letters to Senator Holmdahl and Assemblyman Mori, requesting them to consider a method to allow a local community the right to be able to tax themselves for certain types of issues. The roll call vote was as follows: AYES: Councilmen Brandes, Wood, and Mayor Mercer NOES: None ABSenT: Councilmen Butler and Kephart Councilmember Wood suggested the possibility of reducing City staff salaries by 10% to eliminate layoff of any City employees, or lay off more administrative personnel. }~yor Mercer stated that the City Manager is the lowest paid City Manager in Alameda County and it would not be fair to lower his salary or any other employee, that many employees worked many extra hours above the 40-hour week as a part of their job, and that ha was very opposed to this suggestion. Mr. Brown stated he felt a salary reduction to employees was unfair. Mr. Brown stated tb~t at the conclusion of the meeting of June 13, 1978, Resolution No. 78-159 had been unanimously adopted by the City Council approving severance pay and continued health insurance coverage policies for full time, permanent or probationary employees laid off as a result of the passage of Proposition 13.
