MATTERS INITIATED BY COUNCIL MEMBERS <br /> Councilmember Brandes stated he felt a constitutional amendment should be <br />placed on the November ballot by the legislature to allow the voters in a city <br />to determine if they would choose to tax themselves for any desired programs <br />or projects they might want~ <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Mayor Mercer, authorizing the Mayor to send letters to Senator Holmdahl and <br />Assemblyman Mori, requesting them to consider a method to allow a local community <br />the right to be able to tax themselves for certain types of issues. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Wood, and Mayor Mercer <br />NOES: None <br />ABSenT: Councilmen Butler and Kephart <br /> <br /> Councilmember Wood suggested the possibility of reducing City staff salaries <br />by 10% to eliminate layoff of any City employees, or lay off more administrative <br />personnel. }~yor Mercer stated that the City Manager is the lowest paid City <br />Manager in Alameda County and it would not be fair to lower his salary or any <br />other employee, that many employees worked many extra hours above the 40-hour <br />week as a part of their job, and that ha was very opposed to this suggestion. <br />Mr. Brown stated he felt a salary reduction to employees was unfair. <br /> <br /> Mr. Brown stated tb~t at the conclusion of the meeting of June 13, 1978, <br />Resolution No. 78-159 had been unanimously adopted by the City Council approving <br />severance pay and continued health insurance coverage policies for full time, <br />permanent or probationary employees laid off as a result of the passage of <br />Proposition 13. <br /> <br />EXECUTIVE SESSION <br /> 5~yor Mercer recessed the meeting at 11:25 P.M., to an Executive Session to <br />discuss potential litigation. <br /> <br /> }~yor Mercer reconvened~the meeting at 11:35 P.M. <br /> <br />ADJOD'f~N~vNT <br /> There being no further business at 11:40 P.M., Mayor Mercer adjourned the <br />meeting, to meet again in Regular Session on June 27, 1978, 8:00 P.M., in the <br />Pleasanton Council Chambers. <br /> <br />Respectfully submitted, <br /> <br /> BROWN, C CLINK <br /> <br /> 5. 6/20/78 <br /> <br /> <br />
