Mr. Walker presented the 1978-79 Capital Improvement Program. Council <br />reviewed the document by division and made the following comments and/or <br />requests. <br /> <br /> Councilmember Brandes suggested that the heading .!'Expended" to =changed to <br />"Appropriated", for clarification of status of funds. <br /> <br /> Councilmember Brandes asked if the money allocated to the West Las Positas <br />and Foothill Intersection could be used for improvements to this intersection <br />now or did it have to be held until the overcrossing was constructed. Mr. <br />Campbell advised that the money could be spent now to improve the road or it <br />could be held. Councilmember Brandes requested a report regarding West Las <br />Positas Interchange and roadway improvements, for Council review on this matter. <br /> <br /> Mayor Mercer asked if funds allocated to the Safer On-Streets Projects could <br />be used for Crossing Guard salaries. Mr. Campbell stated he would check this <br />out and report back to Council. <br /> <br /> Mr. Brown presented the report of the Park and Recreation Commission, dated <br />June 20, 1978, regarding their recommendations on the 1978-79 Park Capital Im- <br />provement Program. <br /> <br /> Council asked if the $118,000 Federal Grant allocated to the Youth Sports <br />Park, Phase III, could be used instead to improve two neighborhood parks in <br />the area. Mr. Bro~ advised that it probably could be done by revising the <br />application to the State, and that he would check into this matter further and <br />advise Council. <br /> <br /> Mr. Broken stated he did not want to jeopardize the State grant funds, but <br />if they could be held without losing them, he would recommend there be no <br />improvements made to the Youth Sports Park now. Councilmember Brandes re- <br />quested a report on what improvements could be made to the Youth Sports Park <br />for $118,000, excluding the $70,000 allocation of City funds necessary for the <br />total completion of Phase III. <br /> <br /> Discussion ensued regarding improvements to the Veterans' Building and its <br />possible use for City Council and Commissions meetings as well as being used <br />for a public meeting hall. Mayor Mercer asked for a report on all City build- <br />ings that might possibly be used for Council meetings and the estimated cost <br />of speakers and proper lighting to make a building usable for public meetings. <br /> <br /> Mayor Mercer asked if the Underground Utility District project could be <br />postponed for one year. Mr. Campbell stated he would check into this matter <br />and advise Council. <br /> <br /> Council discussion ensued regarding Housing and Community Development fund <br />allocations. Councilmember Brandes requested a report on what qualifies for <br />Housing and Community Development funds. <br /> <br /> Mayor Mercer addressed the accuracy of Engineer's estimates on projects and <br />requested these be refined as much as possible. <br /> <br /> Mayor Mercer asked if anyone in the audience wanted to speak on the Capital <br />Improvement Program. <br /> <br /> 2. 6/20/78 <br /> <br /> <br />
