Mr. Swift responded that staff looked at the existence and completeness of <br />the planned routes residents would be using in allocating points for Traffic <br />Circulation, and noted that the time a driver took to reach the Central Busi- <br />ness District or the freeway was irrelevant to the Residental Allocation Pro- <br />gram. He reiterated that the staff felt residents would choose to use W. Las <br />Positas Blvd., if the interchange/overcrossing were completed. <br /> <br /> Council deferred taking action on this question until after closing the <br />public hearing, when all "discretionary" items would be decided. <br /> <br />78-5 - Casa de Califia <br /> John Caroline, 608 Main Street, stated he agreed with staff's ranking of <br />projects. He added this development was already under construction and he <br />felt it should Be completed in order to finalize the project. <br /> <br />78-6 - P & M Development-Sonoma Drive and Junipero <br /> Ted Myers, 1811 Santa Rita Road, concurred with the staff report. He also <br />asked why some projects with garages received a point in the bicycle utiliza- <br />tion section while others did not. <br /> <br /> Mr. Swift responded that projects classified as '~ultiple" in the Residen- <br />tial Allocation Program received a point for garages while "single-family" <br />projects did not. <br /> <br />78-7 - P & ~ Development-Mission Drive apd Dolores <br /> Ted Myers, 1811 Santa Rita Road, stated he had no reservations regarding <br />ranking of this project. <br /> <br />78-8 - ~brrison Homes-Tract 3344 <br /> Bob Miller, representing Morrison Homes, stated he had no questions regard- <br />ing ranking of this project. <br /> <br />F~-9 - MorriSpn H.o~e~Ngrthwa7 Downs <br /> Bob Miller stated there were no questions on the ranking of this project. <br /> <br />78-10 ~ H. C. Elliott-Vintage Hills <br /> Harry Ellfort, Jr., stated he had no objections to staff's report. <br /> <br /> Councilmember Brandes queried staff over whether the water line "link" <br />completed a loop. Mr. Swift explained the rationale for water lines as being <br />major lines completing links and stated he was unsure whether this link com- <br />pleted a loop per se or was an intertie. <br /> <br />78-11 - SAVCO <br /> No one spoke on this project. <br /> <br />78-12 - FMP Townhouses <br /> Merton Murray, 470 Mavis Drive, requested an explanation of the difference <br />Between infilling and missing links, and stated he felt that Contribution to <br />the Capital Improvement Fund did not make one project better than another and <br />that he was opposed to this type of element in the Residential Allocation Program. <br /> <br /> Mr. Swift explained the Missing Links and In-filling elements. <br /> <br /> 2. 6/5/78 <br /> <br /> <br />
