MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> June 5, 1978 <br /> <br /> CALL TO ORDER <br /> Mayor Kenneth Mercer called the Special Session of the City Council to <br /> order at 7:30 P.M. <br /> <br /> ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br /> Councilmembers Brandes, Butler, Kephart, Wood, and Mayor Mercer were present. <br /> Mr Brown, City Manager, Mr. Levine, City Attorney, Mr. Harris, Director of <br /> Planning and Community Development, and Mr. Swift, Planning Analyst, were <br /> present. <br /> <br /> RESIDLNTIAL ~LLOCATIOM PROGlUM SELECTION OF PROJECTS FOR 1978 <br /> Mr. Harris presented his report dated June 1, 1978, regarding this matter. <br /> <br /> Mr. Swift presented a brief synopsis of staff's interpretation of the point <br /> system. <br /> <br /> Council concurred to follow the suggested procedure for conducting the meet- <br /> ing as shown on page 5 of the above mentioned staff report. <br /> <br /> Mayor Mercer declared the public hearing open. <br /> <br /> Pr0]ecZ 78-1 - Romey Apartments <br /> Jerry Georgates stated he felt this proposed development should receive extra <br /> points for improvement of the downtown area. <br /> <br /> Project 78-2 - Las Positas Garden Homes <br /> Philip Kamerer, representing Citation Builders, stated he felt this project <br /> should receive a high priority to allow completion of a partially completed <br /> compl~_x, <br /> <br /> Bill Schmidt, President of the Las Positas Homeowners Association, stated <br /> this group favored completion of the final construction, and that there was a <br /> need for low cost housing in the area. <br /> <br /> 78-3 - Garden/Bernard Townhouses <br /> RonWhitman, 1769 Paseo del Cajon, stated there were no objections to the <br /> staff report. <br /> <br /> 78-4 - Falender-Oak Hill <br /> Fred Falender, developer, stated he felt his proposed development should <br /> receive higher points on the Traffic Circulation Section. He stated that a <br /> Foothill-Bernal route to the Central Business District and/or freeway was <br /> quicker than the route of other projects and was the route he felt residents <br /> of his development would use. He had no other major disagreements with the <br />'report. <br /> <br /> <br />
