Councilmember Kephart expressed concern over the noise element and suggested <br />sound berms be installed to alleviate some of the problem. Councilmember Brandes <br />stated that sound equipment was needed on certain occasions and should be allowed. <br /> <br /> Councilmember Brandes requested the City Attorney to report on Ordinance No. <br />669 relative to model airplanes flying in City parks. Mayor Mercer requested <br />that after this report is complete it be referred to the Park and Recreation <br />Commission for review and recommendation. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br />Councilmember Brandes, that Resolution No. 78-137, determining, on the basis of <br />a review of initial environmental study done for this Project, that no signifi- <br />cant environmental impact would occur as outlined in the City's guidelines and <br />that a negative declaration is appropriate for the Pleasanton Sports and Recrea- <br />tion Park Master Plan, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Wood, and Mayor Mercer <br />NOES: Councilman Kephart , <br />ABSENT: None <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and seconded <br />by Councilmember Butler, that Resolution No. 78-138, approving the Pleasanton <br />Sports and Recreation Park Master Plan, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Wood, and Mayor Mercer <br />NOES: Councilman Kephart <br />ABSR~T: None <br /> <br />.~epprt Re: Worker's Compensation Self-Insurance ProGram <br /> Mr. Walker presented his report dated May 17, 1978, regarding this matter. <br /> <br /> Mr. Ben Fernandez, Insurance Broker for the City, further explained the <br />Program. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, <br />that Resolution No. 78-139, approving the Worker's Compensation Self-Insurance <br />Program and authorizing the following actions: (1) authorize the staff to notify <br />the State Compensation Fund that Pleasanton does not plan to renew the Worker's <br />Compensation insurance policy that expires June 30, 1978; (2) approve the ESIS,. <br />Inc., proposal to administer the City's self insurance program at an annual cost <br />of $4,188 for 75 claims handled per year plus $56 for each additional claim; <br />(3) approve the Excess Worker's Compensation policy with Employers Reinsarance <br />Corporation at an annual cost of $15,000; and (4) authorize the staff to estab- <br />lish a Worker's Compensation Reserve Fund with the insurance premiums saved the <br />first ~o years of the self insurance program, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmea Brandes, Butler, Kephart, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />}~TTERS CONTI~[]ED FOR DECISION (Contd.) <br />Further Residential Allocation ProEram Procedural Matters <br /> ~.
