Councilmember Wood <br />asked that some discussion regarding personnel be done in Executive Session. <br />Mrs. Pearson stated that the review was welcome and she felt it should be com- <br />pleted as soon as possible. Mayor Mercer stated the review should be complete <br />in 60 days and was being done because of the concern and interest of Council- <br />member Brandes, and that Councilmember Wood was an the Sub-committee because <br />of his role as liaison. Councilmember Wood requested that progress reports be <br />made on the meetings. <br /> <br /> Mrs. Cecelia Governor, 240 Kottinger Avenue, #43, asked Councilmember Brandes <br />how many people had complained to him regarding the operation of Kottinger Place, <br />and stated that residents of Kottinger Place were tired of the publicity. <br /> <br /> Mrs. Marie Caughron, Komandorski Village, stated she was concerned about the <br />impact of discussions and rumors on Komandorski Village. <br /> <br /> Mrs. Dawn Gordner asked if Council would appoint a third party to the Sub- <br />committee. <br /> <br /> Mr. Ed Alves, 1114 Santa Rita Road, stated he had two concerns; namely, he <br />felt Councilmember Brandes had focused the spotlight on Kottinger Place which <br />upset the residents, and second, the 50 new units at Komandorski Village are <br />now undem~ay and require much time and that the Council review should not inter- <br />fere. <br /> <br /> Mrs. Marie Caughron stated she felt the study should be called an investi- <br />gation. Councilmember Brandes stated that it was not an investigation, but a <br />study to determine if the current operation of the Housing Authority meets the <br />needs, standards, and expectations of the community. <br /> <br /> After further discussion, llayor Mercer stated that all interested persons <br />could have input into the review, andhe requested the preliminary study be <br />completed by June 13, 1978, for review and discussion at the City Council <br />meeting of that date. He stated that public input would be taken at the <br />June 13th meeting. <br /> <br />CONSIDER PROPOSITION 13 REPORT <br /> Mr. Brown presented his report dated }~y 10, 1978, regarding this matter. <br /> <br /> Mr. Larry Mohr spoke regarding Proposition 13 and stated he would like to <br />see somebody organize volunteers to provide services. He stated he felt the <br />report on Proposition 13 was good, and he expressed concern that the people <br />are not aware of the impacts. <br /> <br /> Mayor Mercer asked if the Building Project for the expansion of the Civic <br />Center was included in the Proposition 13 budget. Mr. Walker explained that <br />the Civic Center expansion and Police Building project have been excluded from <br />the Proposition 13 budget and the money allocated to operating programs or the <br />contingency reserve. <br /> <br /> 2. 5/16/78 <br /> <br /> <br />
