45 . <br /> <br />Mr. Barnette requested Council to endorse the Program, to endorse the 1978 <br />Youth Convocation by proclaiming 3une 9 and 10, 1978, as Youth Convocation <br />Days, and to sponsor a table at the Awards Dinner on June 9, 1978, in the <br />amount of $225.00. Mayor Mercer asked that this request be presented to the <br />Council in writing for further review before any action was taken. Mr. Bar- <br />nette stated he would send a detailed letter to Council immediately. <br /> <br />PUBLIC HI~RINGS <br />Review of a negative declaration to rezone approximately 60 acres of land <br />located between Crellin Road and the CitX Limit line at the end of Arbor <br />Drive from the R-1-6500 and R-!-20~000 (Single Family Residential) Districts <br />to the HPD (Hillside Planned Develop~ent)~ .PUD .(.planned. uni.t.Development.).~ 0~ <br />any other zoning district in conformante with the General Plan which the CitX <br />finds to be appropriate (Continued Open from 4-11-78) <br /> <br />Application of City Council to rezone said 60-acre parcel of land described <br />in the ne.~tive declaration (Continued Open from 4-11-78) <br /> Mr. Harris presented his report dated April 5, 1978, regarding these two <br />matters, and stated that staff recommended the property be rezoned to PUD, and <br />tPmt rezoning would not be established until a development plan is approved. <br /> <br /> Mayor Mercer declared the continued public hearing open on the negative <br />declaration and application. <br /> <br /> Mr. Burke Critchfield, Attorney representing the applicant, strongly urged <br />that the property be rezened PUD, stating that HPD zoning was unreasonable for <br />the development planned for this area. He further stated the proposed develop- <br />merit plan had been presented to the Vintage Hills Homeowners Association for <br />review and comment. <br /> <br /> Mr. J. D. Porter, 1236 Chianti Court, stated he was opposed to the PUD re- <br />zoning, and favored the HPD zoning. <br /> <br /> Mr. Msrk Bewsher, 1094 Vintner Way, stated he support the HPD rezoning, and <br />was opposed to PUD zoning. <br /> <br /> Mr. Roger Manning, 1078 Vintner Way, President of the Vintage Hills Home- <br />owners Association, stated this group had met with the developer to review the <br />proposed development plan, and it was the general consensus of the group that <br />this plan was much better than the one previously presented and that there was <br />no strong objection to the rezoning. <br /> <br /> Mrs. Sue Porter, 1236 Chianti Court, stated she was opposed to PUD rezoning, <br />and supported HPD zoning. <br /> <br /> Mr. Burke Critchfield reaffirmed the position of the developer requesting <br />the property be rezoned PUD. <br /> <br /> Councilmember Brandes asked Mr. Critchfield if the developer would be willing <br />to work under the Residential Allocation Program. Mr. Critchfield replied that <br />if the PUD zoning is approved, his client would be willing to work under the <br />Residential Allocation Program. <br /> <br /> There being no further public testimony, Mayor Mercer declared the public <br />hearing closed on the negative declaration and the application. <br /> <br /> 3. 5/9/78 <br /> <br /> <br />
