After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember Kephart, that the City Council support the League of California <br />Cities in the following matters: Opposition to AB-2659, Compulsory and Binding <br />Arbitration; Opposition to two legislative proposals, AB 2757 and AB 2885, that <br />would severely limit land use decisions in cities; and Opposition to AB 3653, <br />which would impose severe restrictions on use of park fees provided by sub- <br />divisions; and instructing staff to send the appropriate communications. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Butler, Kephart, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Brandes stated he felt the Single Family-Multiple mix should <br />be in conformance with the General Plan, or visa versa. After discussion, no <br />action was taken on this matter. <br /> <br /> Councilmember Kephart requested to be released from his Liaison assignments <br />on ACTEB/ACAP and the Park and Recreation Commission, and asked to be assigned <br />as Planning Commission Liaison. <br /> <br /> Councilmember Kephart read a letter from himself to the City Council re- <br />questing that P.O.S.T. (Commission on Peace Officer Standards and Training) <br />conduct a preliminary evaluation of the Police Department to justify any action <br />taken with respect to the Police Department Budget. Councilmember Kephart <br />briefly outlined the services of P.O.S.T. <br /> <br /> Mr. Brown stated he was not in favor of the study at this time and felt <br />it was unwarranted without the justification of the City Manager and Police <br />Chief. He said that he was in favor of using consultants to review and improve <br />an operation including the Police Department. However, he said it was not <br />appropriate to direct a study of the Police Department without allowing the <br />City Manager and Police Chief to discuss the matter and report to Council. <br /> <br /> After considerable discussion, it was moved by Councilmember Kephart, and <br />seconded by Councilmember Brandes, to send a letter to P.O.S.T. requesting <br />them to conduct a preliminary evaluation of the Pleasanton Police Department <br />organization, functions, procedures, reporting, and other areas which they <br />could identify for improving the efficiency of the department. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and Kephart <br />NOES: Councilmembers Butler, ~od, and Mayor Mercer <br />ABSEnt: None <br /> <br /> Council agreed to discuss this matter further at the Police Department <br />Budget Session. Councilmember Kephart requested that the Police Department <br />Budget be reviewed on May 1st instead of May 2nd, as he would be out of town <br />on May 2nd. Council agreed to the change to time for the Police Department <br />Budget review. <br /> <br /> Mayor Mercer stated the Pleasanton Garbage Service had announced there <br />would be free pickup days on May 6 and 13 for yard clippings, etc., as set <br />forth in their agreement. Mayor Mercer requested staff to follow up on the <br />publicity of these free pickup dates.
