Councilmember Kephart emphasized the need of filling the vacant City Council <br />seat immediately and stated that after hearing the interviews he was willing to <br />support a candidate that he had not selected. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Brandes, <br />that Pat Geary, be appointed as the new City Council member. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and Kephart <br />NOES: Councilmember Wood and Mayor Mercer <br />ABSENT: None <br /> <br /> Councilmember Brandes reiterated the importance and responsibility of the City <br />Council to select a fifth City Council member. <br /> <br /> Mayor Mercer stated that many very important issues are coming before the City <br />Council shortly and he felt it behooved the City Council to select a person who was <br />most familiar with these issues and would be the most effective in the quickest time. <br /> <br /> It was moved by Mayor Mercer, and seconded by Councilmember Wood, that R. E. <br />Butler be appointed as the new City Council member. <br />The roll call vote was as follows: <br />AYES: Councilmember Wood and Mayor Mercer <br />NOES: Councilmembers Brandes and Kephart <br />ABSENT: None <br /> <br /> Councilmember Brandes stated he felt Pat Geary was the most qualified candidate <br />regarding the Budget as he had served on a Citizen's Budget Committee and was <br />familiar with its contents. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Kephart, <br />that Pat Geary, be appointed as the new City Council member. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes and Kephart <br />NOES: Councilmember Wood and Mayor Mercer <br />ABSENT: None <br /> <br /> It was moved by Mayor Mercer, and seconded by Councilmember Wood, that an <br />election be declared on the November Ballot to fill the vacant City Council seat. <br />The roll call vote was as follows: <br />AYES: Councilmember Wood and Mayor Mercer <br />NOES: Councilmembers Brandes and Kephart <br />ABSENT: None <br /> <br /> Councilmember Brandes requested that this matter be continued to a Special <br />Meeting on April 14, 1978, 5:30 P.M., for further review and possible agreement for <br />appointment of a new City Council member. <br /> <br /> Mayor Mercer stated he felt this might have the appearance of City Council <br />members discussing the matter in private conversation between now and April 14. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by Council- <br />member Kephart, that a Special City Council meeting be scheduled on April 14, 1978, <br />5:30 P.M., Pleasanton Council Chambers, to further discuss the appointment of a City <br />Council member to fill the unexpired term of former City Councilmember Herlihy. <br /> <br /> 3. 4/11/78 <br /> <br /> <br />
