Councilmember LeClaire expressed concern that industrial use of this land <br /> <br />__ was incompatible to the surrounding area. <br /> <br /> Councilmembers Mercer, Herlihy, Brandes, and Mayor Philcox stated they felt <br /> industrial use of this land was appropriate and would not adversely affect the <br /> resudential areas nearby. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, <br /> that Ordinance No. 848, to be read by title only and waiving further reading <br /> thereof, to fezone an approximately 3.8 acre parcel of land located immediately <br /> west of the Southern Pacific railroad right-of-way and extending from Santa Rita <br /> Road southeasterly roughly 1,500 feet (stopping about 225 feet north of Mohr <br /> Avenue) from the A (Agricultural) District to the I-P (Industrial Park) District, <br /> and amending the Zoning Map of the City of Pleasanton accordingly, be introduced. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox <br /> NOES: Councilmember LeClaire <br /> ABSENT: None <br /> <br /> Mayor Philcox recessed the meeting at 9:20 P.M. <br /> <br /> Mayor Philcox reconvened the meeting at 9:30 P.M. <br /> <br /> Appeal of Robert J. Myers to a decision of the Planning Commission denying <br /> PUD%77-7.,_~n application for a planned unit development to fezone a 12.7 acre <br /> site located immediately south of the terminus of Las Lomitas Drive and east <br /> of the Pleasanton School from the A (Agricultural) District to the PUD (Planned <br /> Unit Development Medium Density Residential) District and to approve a develop- <br /> ment plan for the site consisting of a ll9-unit limited care retirement facility <br /> Mr. Harris presented his report dated March 21, 1978, regarding this matter. <br /> <br /> Mayor Philcox declared the public hearing open. <br /> <br /> Mr. William Hirs~, 147 Bernal Avenue, Attorney representing the applicant, <br /> presented a petition signed by 121 residents, primarily elderly, which read as <br /> follows: "We, the undersigned, feel that moderately priced, separate, resi- <br /> dential retirement units with housekeeping services, food services, and re- <br /> creational and social facilities provided as part thereof are urgently needed <br /> within the City of Pleasanton and that the Pleasanton View proposal currently <br /> before the City Commission and Council are urged to expedite processing of <br /> this application so as to bring, at the earliest possible time, this badly <br /> needed facility to fruition". <br /> <br /> Mr. Hirst stated there was a need for this type of facility in the City <br /> and summarized the merits of the proposal, its location and use, its general <br /> areas of access and traffic. tie discussed an alternative access on Pico Road, <br /> the economic feasibility of such an access, and whether POD would approve this <br /> change. Mr. Hirst presented a draft condition relating to the Pico Road access <br /> for Council consideration. He urged that under the Residential Allocation <br /> Program, this use be regarded as Institutional rather than Residential and <br /> af£orded a priority.
