297 <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by CounCilmember Brandes, and seconded by Councilmember Herlihy, <br />to adopt Alternative 7 to implement the Residential Allocation Program. <br /> <br /> After further discussion, Councilmember Brandes withdrew his motion, and <br />Councilmember Herlihy withdrew his second. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Herlihy, <br />t~ adopt Alternative 7 to implement the Residential Allocation Program which pro- <br />vides that both the DSRSD and Sunol area development would be regulated by the <br />Residential Allocation Program, with each area utilizing its o~m separate share <br />of the consolidated treatment plant and with the project approvals going to the <br /> ' <br />highest rated projects, subject to (1) each area receiving at least 25% of the <br />yearly allocation, and (2) the DSRSD area projects "competing" only within each <br />of the 1972 Settlement Agreement categories (B-l, B-2, etc.), with all the pro- <br />jects wishing to develop within a priority schedule being developed before any <br />project in a lower priority schedule develop. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />~OES: None <br />ABSENT: None <br /> <br />Further Discussion Re: Contribution to Capital Improvement Fund <br /> It was moved by Councilmember Mercer, and seconded by Councilmember LeClaire, <br />that the dollar figures in the Residential Allocation Program under Contribution <br />Fund be reduced by 50%, with $525.00 being the maximum for 15 points assigned to <br />this Element, and that the Council, subject to future study and public hearing, <br />consider increasing the bedroom tax on new construction only, to raise the 50% <br />of the dollars deleted from this portion of the plan. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, and Mercer <br />NOES: Mayor Philcox <br />ABSENT: None <br /> <br />Decide whether goals in the Draft Cpnmu.n~ty Development Element are acceptable <br /> Council instructed staff to prepare the Community Development Element in <br />conformance with the changes made to the Residential Allocation Program by <br />Council, for adoption on February 28, 1978. <br /> <br /> Council instructed staff to place the Adoption of the Residential Allocation <br />Program on the agenda of February 28, 1978, as an added item, for formal action. <br /> <br />ADJOURI~IENT <br /> There being no further business at 10:45 P.M., Mayor Philcox adjourned the <br />meeting, to meet again in Regular Session at 8:00 P.M., February 28, 1978, at <br />the Pleasanton Council Chambers. <br /> <br />Respectfully Submitted, <br /> <br /> LArr'O EL BROW , CLER <br /> 6. 2/23/78 <br /> <br /> <br />
