159 <br /> <br /> Councilmember Mercer suggested using the figure of 13% instead of 10% for <br />low income housing, as designated in the General Plan. Council discussion ensued <br />regarding whether this amount of subsidized housing was actually needed in <br />Pleasanton. Mr. Swift presented figures taken from the 1970 Census relative <br />t~ the number of people eligible for subsidized housing. Discussion also ensued <br />regarding whether or not developers would build subsidized housing because there <br />would be no profit in it. Jack Bras, Architect, stated that at the present time, <br />there was no profit in building any apartments due to high construction costs, <br />high land costs and other factors. <br /> <br /> Council discussed setting realistic goals for housing, and the need of housing <br />for the elderly. <br /> <br /> After considerable discussion, it was moved by Councilmember Brandes, and <br />seconded by Councilmember LeClaire, that the Incentive Portion of the Housing <br />Concerns be placed back in the Residential Allocation Program with a developer <br />receiving one point per percentage up to a maximum of 20 points, and that the <br />Contribution to Capital Improvements be included. <br /> <br /> After further discussion, Councilmember Brandes withdrew his motion, and <br />Councilmember LeClaire withdrew her second. <br /> <br /> Following additional discussion, it was moved by Councilmember Brandes, and <br />seconded by Councilmember Mercer, that the Incentive Portion of the Housing <br />Concerns be included in the Residential Allocation Program, and instructing <br />staff to make a recommendation as to allocation of the 20 points; that Contri- <br />bution to the Housing Fund be included but that acceptance of land be excluded; <br />and that the City would investigate the establishment of a non-profit corpora- <br />tion. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Mayor Philcox recessed the meeting at 9:35 P.M. <br /> <br /> Mayor Philcox reconvened the meeting at 9:50 P.M. <br /> <br /> Council discussion continued regarding provision of subsidized housing. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, <br />that a pool be established in which the City would contain a number of housing <br />units each year equivalent to 10% of the yearly number of housing units allocated <br />for residential construction and any applications for building subsidized units <br />will be exempt from the Residential Allocation Program point competition system <br />but subject to the Mandatory Elements and will draw upon this pool. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> Council determined to leave the matter of Availability of Past and Future <br />Units Available from the Subsidized Housing Pool to determination by future <br />Councils. <br /> <br /> 2. 2/2/78 <br /> <br /> <br />
