MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> February 2, 1978 <br /> <br />CALL TO ORDER <br /> Mayor Robert Philcox called the Special Meeting of the City Council to order <br />at 8:00 P.M. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Herlihy, Mercer, and Mayor Philcox were present. Council- <br />member LeClaire was absent. Mr. BrOwn, City Manager, Mr. Scheidig, City Attorney, <br />Mr. Levine, Deputy City Attorney, Mr. Harris Director of Planning and Community <br />Development, and Mr. Swift, Planning Analyst, were present. <br /> <br />DESIGNATION OF CENTRAL BALLOT COUNTING PLACE, POLLING PLACES, AND APPOINTMENT OF <br />ELECTION OFFICERS <br /> Mr. Brown presented the report of the Assistant to the City Manager-Miller <br />dated February 1, 1978, regarding this matter. <br /> <br /> It ~as moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />that Resolution No. 78-29, designating Pleasanton Civic Center as the Central Ballot <br />counting place for the March 7, 1978, Municipal Election, and establishing polling <br />places and appointing election officers, be adopted. <br />The roll call vote was as fo].lox~s: <br />AYES: Councilmembers Brandes, Herlihy, Mercer, and }~yor Philcox <br />NOES: None <br />ABSENT: Councilmember LeClaire <br /> <br />VALLEY/SA~NTA RITA iNTERSECTION <br /> Mr. Brox~n presented an oral informational report regarding this matter, <br />stating the contractor was proceeding with improvements to this area as origi- <br />nally approved, and that any subsequent action for possible changes to improve- <br />ments could be taken l~ter. <br /> <br />REVIEW OF RESIDENTIAL ALLOCATION PROGRAM <br /> Council began with discussion of actions taken on Monday night, January 30, <br />1978, regarding subsidized housing and press misinterpretation of this matter. <br /> <br /> Ms. Christine Pearson, Chairman of Pleasanton Housing Authority Board, read <br />a letter from the Board dated February 2, 1978, to the City Council, urging <br />exclusion of low income housing developments which use State and Federal funding <br />for the construction and operation of public housing developments from the Resi- <br />dential Allocation Program and that the Housing Authority be given priority for <br />sewer allocations in order to provide subsidized housing. <br /> <br /> Councilmember LeClaire entered the meeting at 8:15 P.M. <br /> <br /> Mr. Swift reviewed the subsidized housing possibilities presented in his <br />report dated February 1, 1978. <br /> <br /> <br />
