Mayor Mercer stated he felt container legislation should be at either the <br />County or State level to be effective. <br /> <br /> Councilmember Butler stated he felt container deposit control would be com- <br />pletely ineffective on a County basis and that it should be State-wide. <br /> <br /> Mr. Frank Brandes, Jr., speaking on behalf of his personal business, stated <br />that for this legislation to be effective he felt it should be implemented on a <br />State-wide basis. He stated he was also concerned about the handling of con- <br />tainers and felt it would be physically impossible to do this by businesses <br />such as liquor stores. He requested Council to get specific information from <br />the State as to how this would be implemented. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by <br />Councilmember Wood, that the City Council take a position in support that any <br />coatainer deposit legislation be done at the State level only and that the <br />legislation give consideration to the difficulty of implementing the legisla- <br />tion by the store owners. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br />ABSTAINED:Councilman Brandes <br /> <br />Matters for the Information of the Council <br /> Mr. Brown presented his report dated December 14, 1978, regarding the City <br />Council Agenda Planning Report for December, January, and February. <br /> <br /> Mr. Broom advised Council that a joint workshop session had been scheduled <br />between the City Council and the Human Services Commission on January 4, 1979, <br />8:00 P.M., Fairgrounds Cafeteria, to discuss the Action Plan. <br /> <br /> Mr. Brox.~-a advised that the Housing Authority Board would like to schedule <br />another joint meeting with the City Council for sometime in February. After <br />discussion, Council determined that a joint meeting early in March would be <br />more preferable. Mr. Broom stated he would confirm a date with the Housing <br />Authority Board and advise Council. <br /> <br /> Mr. Brown advised that this meeting should be adjourned to an Adjourned <br />Regular Meeting on December 21, 1978, 5:00 P.M., Pleasanton Council Chambers, <br />to discuss garbage rate increase. <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney presented at this meeting. <br /> <br />COF~FGNICATIONS <br /> There were no communications presented at this meeting. <br /> <br />CITY COUNCIL CALENDAR <br /> Mr. Brown presented the Calendar for the information of the Council. <br /> <br />EXECUTIVE SESSION <br /> Mayor Mercer recessed the meeting at 9:50 P.M., to an Executive Session to <br />discuss personnel and litigation. <br /> <br /> Mayor Mercer reconvened the meeting at 10:45 P.M. <br /> <br /> 9. 12/19/78 <br /> <br /> <br />
