The following persons spoke in opposition to the Ramp Metering Project because <br /> of hazardous traffic conditions: <br /> <br /> John Cronin, 8989 Dublin Road, Dublin <br /> Betty Rider, 4393 Mirador Drive <br /> William Kovac, 3124 Weymouth Court <br /> <br /> Council expressed opposition to the Ramp Metering Project. The Council's <br /> reasons were essentially that the proposed ramp metering project is not a viable <br /> alternative to the removal of the "diamond" lanes on Route 580, and it was the <br /> feeling of the Council that the restriction on Route 580 is the cause of any <br /> congestion and that it would not be proper to re-route freeway traffic to a <br />~ frontage road that contains hazardous curves and was not designed to handle <br />~ this type of through traffic. Council also stated they did not believe that <br />~ it is proper to lead additional traffic to the intersection of Dublin Canyon <br />'D Road and Foothill Road when this can be avoided by removing the bottleneck on <br />~ Route 580. <br /> <br /> It was moved by Mayor Mercer, and seconded by Councilmember Wood, not to <br /> enter into an Agreement with the State for a Ramp Metering Project using Old <br /> Dublin Road, and instructing staff to write a letter to Ca!trans urging them <br /> not to go ahead with this project and to pursue the full use of Route 580. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, Wood, and ~I~yor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> FundiR~ for West Las Positas Overcrossing and Allocation of FAU Funds <br /> Mr. Campbell presented his report dated December 7, 1978, regarding this <br /> matter. <br /> <br /> It ~yas moved by Councilmember Brandes, and seconded by Councilmember Butler, <br /> that Resolution No. 78-311, approving projects to be funded under the Federal <br /> Aid Urban System in the City of Pleasanton as follows: (1) re-allocate the FY <br /> 78-79 FAU funds to the West Las Positas overcrossing; (2) allocate the FY 79-80 <br /> FAU funds to the West Las Positas overcrossing; and (3) re-allocate the esti- <br /> mated carry-over balance of $9,799 to the West Las Positas overcrossing, be <br /> adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> Review of Container Deposit LeSislation <br /> Councilmember Brandes stated that after conferring with the City Attorney <br /> he would abstain from participation on this item due to a potential Conflict <br /> of Interest, as he is a part owner of a liquor store which would be effected <br /> by a Bottle Bill. The City Attorney advised that Councilmember Bra~des could <br /> address the Council as a private citizen with a personal concern. <br /> <br /> Mr. Brox.zn presented his report dated December 11, 1978, regarding this <br /> matter. <br /> <br /> 8. 12/19/78 <br /> <br /> <br />
