The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Wood, and Mayor Mercer <br />NOES: Councilman Brandes <br />ABSENT: None <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Wood, <br />that Ordinance No. 874, incorporating the two above actions into one ordinance, <br />as proposed by staff, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Adqption of Ordinance No. 876~ amendin8 the Residential Allocation Program <br />Ordinance to exem~.t ~a.rge lot subdivisions <br />(Introduced.12-5-78,. by a 3-2 vote) <br /> Mayor Mercer stated this ordinance was introduced on December 5, 1978, by <br />a 3-2 vote and that it was now in order to adopt the ordinance. <br /> <br /> Mayor Mercer presented a letter dated December 19, 1978, from the League <br />of Women Voters, stating they felt the Residential Allocation Program Ordinance <br />should not be changed piecemeal and that further review should be given before <br />any amendments were made. <br /> <br /> Councilmember Butler reiterated his opposition to this ordinance change, <br />stating he did not feel the Residential Allocation Program Ordinance should be <br />amended until such time as other possible problems are reviewed. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Kephart, <br />that Ordinance No. 876, amending Chapter 13 of the Residential Allocation Pro- <br />gram Ordinance to exempt large lot subdivisions, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Kephart, and <br />NOES: Councilman Butler and >~yor Mercer <br />ABSENT: None <br /> <br />SPECIAL REPORTS <br /> There were no Special Reports presented at this meeting. <br /> <br />REPORTS OF BOARDS AND COmmISSIONS <br />Actions Taken by the Design Review Board and Plannin8 Commission at their Regular <br />Me~tin5 Of December !3~ 1978 <br /> Mr. Harris presented his report dated December 14, 1978, regarding this matter <br />for the information of the Council. No action was required or taken by Council on <br />this item. <br /> <br />REPORTS OF THE CITY MA1~GER <br />Consideration of Parade Permit; Alame~ Coun~ Fair Parade <br /> Mr. Brown presented the report of the Assistant to the City Manager-Walker, <br />dated December 13, 1978, regarding this matter. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Mayor Mercer, that <br />Resolution No. 78-307a, approving the Parade Permit application of the Lion's <br />Club for the Alameda County Fair Parade on June 24, 1979, subject to the appli- <br />cant meeting all of the Police Department conditions set forth in the staff <br />report dated December 13, 1978, and amending the 1978-79 Operating Budget by <br />$1,870.00 to cover costs incurred by the City, be adopted. <br /> <br /> 6. 12/19/78 <br /> <br /> <br />
