353 d. Adoption of Resolution No. 78-298, approving the application for Grant Funds under the State Litter Control, Recycling and Resource Recovery Fund, under Public Awareness Section 68048. e. Adoption of Resolution No. 78-299, approving the Memorandum of Understanding between the City and Pleasanton City Employees Association for the period 10-1-78 through 12-31-79. The roll call vote was as follows: AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer NOES: None ABSENT: None Councilmember Butler abstained from voting on approval of the City Council Minutes for November 14, 1978, due to his absence from that meeting. ~TTERS INITIATED BY COUNCILMEMBERS Councilmember Kephart asked to be released from his assignment as liaison member to the Human Services Commission due to his recent appointment as liaison member to the Pleasanton Cultural Arts Council. After discussion, Mayor Mercer appointed Councilmember Brandes to serve as liaison member on the Human Services Cor~aission. Councilmember Wood requested the Garbage Committee members to consider the possibility of the Pleasanton Garbage Service allowing a credit for customers ~Tho recycle their trash in separate containers, such as bundled newspapers, bags of aluminmm cans, glass, etc., for pickup. Mayor Mercer requested Council to endorse the City Manager preparing an incentive program for City employees, encouraging them to initiate cost-savings ideas, Council concurred. Mayor Mercer inquired as to why the light standards on the Del Valle Parkway were of wood structure. Mr. Brown advised this was approved in the Subdivision process on a trial basis as part of a decorative architectural plan. Council discussion ensued regarding the durability of the wood poles versus aluminum poles over a long period of time, and requested the City Manager to check and report if other wooden poles were contemplated to be used and their potential maintenance~ Mayor Mercer suggested Council hold a public meeting to inform the residents of Pleasanton of the proposed railroad relocation project. Council concurred, and agreed to discuss this matter early in 3anuary, 1979. Mr. Brown advised that the Environmental Impact Report for the railroad relocation project would be set for public hearing late in January. Councilmember Brandes commented on the high percentage of layoffs at City Hall due to Proposition 13, compared to other cities in the area, as presented by a bulletin of the Alameda County Taxpayers Association, and the high level of services still being provided by the City.
