Adoption of Resolution No. 78-299, approving the Memorandum of Understanding <br /> between the City and Pleasanton City Employees Association for the period <br /> 10-1-78 through 12-31-79. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Butler abstained from voting on approval of the City Council <br />Minutes for November 14, 1978, due to his absence from that meeting. <br /> <br />~TTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Kephart asked to be released from his assignment as liaison <br />member to the Human Services Commission due to his recent appointment as liaison <br />member to the Pleasanton Cultural Arts Council. After discussion, Mayor Mercer <br />appointed Councilmember Brandes to serve as liaison member on the Human Services <br />Cor~aission. <br /> <br /> Councilmember Wood requested the Garbage Committee members to consider the <br />possibility of the Pleasanton Garbage Service allowing a credit for customers <br />~Tho recycle their trash in separate containers, such as bundled newspapers, <br />bags of aluminmm cans, glass, etc., for pickup. <br /> <br /> Mayor Mercer requested Council to endorse the City Manager preparing an <br />incentive program for City employees, encouraging them to initiate cost-savings <br />ideas, Council concurred. <br /> <br /> Mayor Mercer inquired as to why the light standards on the Del Valle Parkway <br />were of wood structure. Mr. Brown advised this was approved in the Subdivision <br />process on a trial basis as part of a decorative architectural plan. Council <br />discussion ensued regarding the durability of the wood poles versus aluminum <br />poles over a long period of time, and requested the City Manager to check and <br />report if other wooden poles were contemplated to be used and their potential <br />maintenance~ <br /> <br /> Mayor Mercer suggested Council hold a public meeting to inform the residents <br />of Pleasanton of the proposed railroad relocation project. Council concurred, <br />and agreed to discuss this matter early in 3anuary, 1979. Mr. Brown advised <br />that the Environmental Impact Report for the railroad relocation project would <br />be set for public hearing late in January. <br /> <br /> Councilmember Brandes commented on the high percentage of layoffs at City <br />Hall due to Proposition 13, compared to other cities in the area, as presented <br />by a bulletin of the Alameda County Taxpayers Association, and the high level <br />of services still being provided by the City. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br /> 2. 12/5/78 <br /> <br /> <br />
