291 Mayor Mercer read Ordinance No. 865 and stated this ordinance was introduced on October 3, 1978, by a 4-1 vote, and that it was now in order to adopt the ordinance. It was moved by Councilmember Butler, and seconded by Councilmember Kephart, that Ordinance No. 865, amending Subparagraph No. 3 of Ordinance No. 807 as follows: "Development of the multiple family residential area of PUD-78-3, H. C. Elliott, Inc., shall not commence until construction has started on at least 50% of the commercial portion of the subject property, construction will have been deemed started once the foundations or slabs of the commercial buildings have been poured", be adopted. The roll call vote was as follows: AYES: Councilmen Brandes, Butler, Kephart, and Mayor Mercer NOES: Councilman Wood ABSENT: None SPECIAL REPORTS Report on Large Lot Single Fami!X Residential Locations Mr. Harris presented his report dated October 18, 1978, regarding this matter, and recommended that no rezoning or prezoning be done before a com- prehensive revision is made to the Housing Element of the General Plan which is required By the State prior to October !, 1979. Councilmember Brandes stated he did not feel it was a~propriate to wait another year to consider residential density zoning on large single family lots. After discussion, it was moved by Councilmember Brandes, and seconded by Mayor Mercer, to refer the matter of large lot single family residential loca- tions to the Planning Commission for their review and specific recommendation in regard to the areas mentioned in the report of the Director of Planning and Community Development dated October 18, 1978.
