There being no further public testimony, Mayor Mercer declared the public <br />hearing closed on the negative declaration and the application. <br /> <br /> Councilmember Brandes stated he felt this proposal was premature. He advised <br />that the Historical Overlay Committee had done a comprehensive study of the Cen- <br />tral Business District which would soon come before the Planning Commission and <br />City Council for public hearing, and he felt this study should be reviewed before <br />any amendments are made to the general plan regarding the downtown area. <br /> <br /> Councilmember Butler stated he did not feel it was appropriate to make a <br />general plan amendment for this one parcel of property and that the entire west <br />side of Peters Avenue should be taken under consideration for review as to type <br />of development'desired. He stated he favored Office zoning for the west side <br />of Peters Avenue. <br /> <br /> Mr. }~rris stated the existing house was reportedly the home of an important <br />early citizen but was in a state of disrepair. He further stated there was <br />existing vacant office space in the downtown area. <br /> <br /> Councilmember Kephart stated this was a difficult decision as there were <br />arguments for developing office buildings as well as arguments regarding the <br />effect this would have on existing homes. <br /> <br /> It was moved by Councilmember Brandes that the application of John Amaral <br />for a general plan amendment for property at 404 St. Mary Street, be denied. <br /> <br /> The motion died for lack of a second. <br /> <br /> Mayor Mercer stated that Peters Avenue was designed as a second thoroughfare <br />through do~mtown Pleasanton and he felt it should not have multiples on one side <br />and offices on the other side. <br /> <br /> Councilmember Wood stated the existing house was past repair and he felt an <br />office building with John Amaral's name on it would be a tribute to one of the <br />leadinn citizens of Pleasanton. <br /> <br /> it ~s moved by Councilmember Butler, and seconded by Councilmember Brandes, <br />that Resolution No. 78-252, denying without prejudice, the application of John <br />Amaral for a general plan amendment from High Density Residential to Commercial <br />and Offices for the property located at 404 St. Mary Street, and that the study <br />of the Central Business District being done by the Planning Department be broad- <br />ened to include consideration of office uses on the west side of Peters Avenue, <br />be adopted. <br />The roll call vote was as fellows: <br />AYES: Councilmen Brandes, Butler, and Eephart <br />NOES: Councilman Wood and Mayor Mercer <br />ABSENT: None <br /> <br /> Because of the above decision, no action was taken on the negative declara- <br />tion relative to this item. <br /> <br /> Mayor Mercer recessed the meeting at 10:00 P.M. <br /> <br /> Mayor Mercer reconvened the meeting at 10:10 P.M. <br /> <br /> 6. 10/3/78 <br /> <br /> <br />
