After discussion, it was moved by Councilmember Brandes, and seconded by <br /> Councilmember Butler, approving the parade application for the Foothill High <br /> School Band Booster Club, to be held on October 28, 1978, 11:00 A.M. to 2:00 P.M., <br /> subject to Public Safety recommended conditions, and with the matter of reim- <br /> bursement for City incurred expenses to be determined at the City Council meet- <br /> ing of September 12, 1978, by full Council attendance. <br /> The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, and ~.~yor Mercer <br />NOES: None <br />ABSLNT: Councilmen Kephart and Wood <br /> <br />Parade Application - Chamber of Commerce <br /> Mr. Walker presented his report dated August 17, 1978, regarding this matter. <br /> <br /> Joyce Getty, representing the Chamber of Commerce, stated the Chamber would <br />reimburse the City for City expenses incurred related to the parade if required <br />to do so, but felt a policy should be established regarding such a requirement. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Butler, <br />approving the parade application of the Chamber of Commerce, to be held on <br />September 17, 1978, noon to 1:00 P.M., subject to .Public Safety recommended <br />conditions, and with the matter of reimbursement for City incurred expenses to <br />be determined at the City Council meeting of September 12, 1978, by full Council <br />attendance. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmen Kephart and Wood <br /> <br />General Obligation Bond Debt Service Tax Rate 1978-79 <br /> Mr. Walker presented his report dated August 17, 1978, regarding this matter. <br /> <br /> It was moved by Councilmember Brandes, and seconded by Councilmember Butler, <br />that Resolution No. 78-222, setting the 1978-79 tax rate for voter approved <br />General Obligation Bonds at seven cents (.07) per $100 of assessed value, be <br />adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmen Kephart and Wood <br /> <br />Matters for the Information of the Council <br /> Mr. Brown advised that Arnold Eaton, Director of Public Works Field Services, <br />had accepted a position with the City of Fort Bragg as Director of Public Works, <br />effective September 5, 1978. <br /> <br /> Mr. Brown presented the Information Report of the Director of PuBlic Works <br />and Utilities dated August 15, 1978, regarding Foothill Road. Councilmember <br />Brandes stated he was not willing to accept the conclusions of this report as <br />he felt some sort of preventative measures should be taken for the protection <br />of the homeowners on Foothill Road against vehicles crashing onto their property. <br />He stated he also felt there should be stricter traffic enforcement of Foothill <br />Road. Mayor Mercer stated he felt there was a need to ticket more speeders. <br />~fr. Brown advised the Police Department is now and will continue to enforce <br />traffic speeds. Mrs. Betty Rider, 4393 Miradot, stated she felt the key to <br />traffic safety was law enforcement. Mayor Mercer requested a report from the <br />City Manager regarding statistics on traffic enforcement, and suggested that <br />Councilmember Brandes meet with Mr. Campbell regarding safety measures on Foot- <br />hill Road. <br /> 10. 8/29/78 <br /> <br /> <br />
