Mayor Mercer stated he did not like hassles and he felt there had been
hassling between the City Council, Housing Authority Board, and Kottinger
tenants. He stated Pleasanton had a lot to be proud of and there should not
be contention among its people. He stated no one should be afraid to speak
up about anything they wanted to make known; that problems were different to
different persons. Hayor Hercer stated he was not sure he had heard from the
majority of the people yet on the Kottinger Place issue and urged them to
speak openly on problems so the problems might be investigated. He added he
felt the Housing Authority Board should be given time to communicate and solve
the problems, as he felt it was their responsibility.

Mrs. Caughron stated she felt the Council did not consider Komandorskf
Village a part of Pleasanton and she did not think this situation should exist.

Mrs. Gordner stated she could understand tenants reluctance to speak out
because they were afraid, but urged residents to call the Board members or
write if they did not want to speak out publicly, to inform the Housing Auth-
ority Board of their concerns. Mrs. Gordner assured the public that the Board
had the tenants best interests at heart.

Ed Alves stated he would like to have more joint meetings between the City
Council and the Housing Authority Board.

Mrs. Deleray stated she felt there was a definite need for better communi-
cation and urged all tenants to speak up regarding their concerns.

Howard Neely stated that if there were staff problems the Board intended to
find out about it.

Mrs. Pearson thanked everyone for their attendance at this meeting. She
stated the Housing Authority Board was aware of existing problems, and that
she welcomed input from the City Council. She urged tenants of Kottinger and
Komandorski to voice their opinions on matters of concern to them.

Mayor Mercer urged better communications between the I~using Authority
Board and the residents of Kottinger and Komandorski, and between the Board
and Council.

EXECUTIVE SESSION
Mayor ~lercer recessed the meeting at 10:45 P.M., to an Executive Session to
discuss litigation.

Mayor Mercer reconvened the meeting at 11:40 P.M.

ADJOUR~,IENT
There being no further business at 11:45 P.M., Mayor Mercer adjourned the
meeting, to meet again in Regular Session on July 25, 1978, 8:00 P.M., in the
Pleasanton Council Chambers.

Respectfully submitted,

CLAYTON BRO. WN~

6. 7/18/78
