Discussion ensued regarding tenants not being allowed to speak at meetings. <br />It was noted an incident of this nature happened at a meeting held by a former <br />Executive Director of the Housing Authority. Mrs. Pearson stated this Board <br />could not be held accountable for actions of previous staff members. She suggested <br />possibly having two meetings per month, one at Komandorski Village and one at <br />Kottinger Place, to get problems out in the open for discussion and resolution. <br /> <br /> John Flatley asked if the Board had actually canvassed the tenants at Kottinger <br />to see if they wanted their rent split from the gas bill, and would it do any good <br />if they were opposed to it. Mrs. Pearson advised that the Board had to comply with <br />HUD regulations and policies and this was what they had dictated. Mr. Flatley <br />stated that Kottinger tenants were afraid of the Board members. Mrs. Deleray <br />responded that the Board was trying to meet the needs of the tenants in the best <br />way possible and were available for consultation at any time. Mayor Mercer re- <br />quested tl~t tenants be given a list of the Housing Authority Board members with <br />their addresses and telephone numbers. He was advised that this was in the pro- <br />cess of being done. <br /> <br /> Mayor Mercer asked if anyone else in the audience wanted to address the City <br />Council or the ttousing Authority Board. No one spoke. <br /> <br /> Councilmember Butler stated he felt the meeting had been enlightening and <br />that there were some problems and concerns that needed further investigation. <br /> <br /> Councilmember Brandes stated that sometimes it took public pressure to bring <br />solutions to problems. He said he was pleased that Kottinger Place now has a <br />Resident Manager and that hopefully the 'Emergency Alarm System will soon be re- <br />paired. Councilmember Brandes expressed concern regarding hID regulations and <br />policies. tie stated his main concern was care of the elderly of this community <br />and he did not feel they should be subject to the constraints of HUD rules. He <br />further stated he did not want two bills of rent and utility for the elderly to <br />pay. He stated he was opposed to the $50,000 modernization project of the gas <br />lines. Mr. Brandes stated he felt the Housing Authority Board was a good one <br />but their decisions were important enough to warrant City Council review and/or <br />appeal. <br /> <br /> Councilmember l~od stated that he thought the tenants he had talked with <br />personally felt the Housing Authority Board had the tenants best interests at <br />heart. He suggested that maybe the best way to get tenant representation from <br />Kottinger and Komandorski on the Board would be for each complex to submit three <br />names each and then Council appoint one out of the three to serve as Kottinger <br />and Komandorski representatives on the Housing Authority Board. He stated this <br />should do away with tenants feeling they didn't have a voice in their represen- <br />tation. <br /> <br /> Councilmember Kephart expressed sincere appreciation to the Housing Authority <br />Board for their commitment. He stated the press had been erroneous regarding his <br />position relative to the Housing Authority and that he had never been aligned <br />with Councilmember Brandes "against the Housing Authority", but that there needed <br />to be a better method of accountability in that the Housing Authority ought to be <br />accountable to the people through the City Council. This is not to say the Housing <br />Authority should be dismissed or removed. He stated he felt some of the problems <br />associated with Kottinger Place warranted Council input and that he was willing <br />to cooperate and work with the Housing Authority Board to solve these problems. <br /> <br /> 7/18/78 <br /> <br /> <br />
