o~,mer apply for and obtain approval for a minor subdivision that would create <br />this 2-1/3 acre parcel, and that septic tank approval shall not constitute any <br />prejudgemerit of such a minor subdivision application, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Butler, Kephart, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />REPORTS OF THE CITY ATTORNEY <br /> There were no reports of the City Attorney presented at this meeting. <br /> <br />COM~Pj~iICATIONS <br /> There were no Communications presented at this meeting. <br /> <br />PUBLIC HEARINGS (Contd.) <br />1978-79 Budget and Capital Improvement Program <br /> Mr. Brown stated this was the third Budget presented for 1978-79, and was <br />as reasonably accurate as possible in light of Proposition 13 figures from the <br />State but was less precise than in previous years. Mr. Brown advised Council <br />they would receive a more detailed mid-year report as well as quarterly reports. <br /> <br /> Mr. Brown stated the revenue sharing allocation was included in the Budget <br />and was a part of the public hearing. <br /> <br /> Mayor Mercer declared the public hearing open. <br /> <br /> Mrs. Betty Rider, 4393 Mirador Drive, spoke regarding Street Lights and <br />requested they not be turned off at intersections and that the fixtures not <br />be permanently removed when lights are turned off. Mr. Campbell stated he <br />did not think PG&E would remove any poles but that the fixtures are their <br />property when turned off. <br /> <br /> Council reviewed the latest proposed 1978-79 Budget page by page with the <br />following comments/actions: <br /> <br /> Council discussed using volunteers for various services of the City. Council <br />suggested the Valley Volunteer Bureau be the coordinator of such an activity and <br />requeste~_] the City Manager to make a list of possible projects and services that <br />might be handled by volunteers. Council stated that no services would be turned <br />over to volunteers at this time. The City Attorney was instructed to report on <br />the liability of volunteers. <br /> <br /> Discussion ensued regarding City participation in ABAG, League of California <br />Cities, and Alameda County Conference of Mayors. Councilmember Brandes voiced <br />strong opposition to participation in ABAG. <br /> <br /> It was moved by Councilmember Brandes, and seconded byMayor Mercer, that <br />the City ~thdraw from participation in ABAG. <br />The roll call vote was as follows: <br />AYES: Councilman Brandes and Mayor Mercer <br />NOES: Councilmen Butler, Kephart, and Wood <br />ABSENt: ~]one <br /> <br /> 6. 7/11/78 <br /> <br /> <br />
