The Board has been concerned for a number of years about the increases in <br /> street noise adjacent to Pleasanton School and the detrimental affect the noise <br /> has had on instruction. The recent measurement of the noise emanating from <br /> First Street and a court ruling on the applicability of certain state statutes <br /> to the remedy of such problems has prompted the board to direct its staff to <br /> investigate the appropriateness of applying for state funds to soundproof por- <br /> tions of Pleasanton School. <br /> <br /> The board has an additional and related concern that grows out of current <br /> estimates that a significant reduction in bus service for students will be in- <br /> corporated in our 1979-80 budget. This reduction could put several hundred <br /> additional students walking along First Street and Sunol Boulevard beginning <br /> in September.. <br /> <br /> We would appreciate being informed of any planned future cha~ges regarding <br /> the nature of traffic on First Street. Our actions regarding the acoustical <br /> treatment of buildings at Pleasanton School and safety measure regarding stu- <br /> dents walking to and from Pleasanton School will be largely determined by any <br /> changes in existing conditions. Any change to reduce the amount of traffic or <br /> noise on First Street ~ould probably be cause for a change in our plans to <br /> reedy the current problem." <br /> <br /> Mr. Goluba elaborated on the noise impacts and traffic hazards and their effect <br />on the Pleasanton Elementary School on First Street. He urged Council to prohibit <br />trucks on First Street/Sunol Boulevard. <br /> <br /> Mrs. Karen Mohr, 5689 San Antonio, Chairman of ROAR (Residents Organized for <br />Alternate Routing) and President of the Mission Park Homeo~,mers Association, stated <br />both of these groups had been very busy the past three months obtaining as much <br />information as possible regarding this matter. She stated they concurred with the <br />staff report but thought that one aspect was touched upon too lightly; namely, that <br />truck traffic passing Pleasanton Elementary School was unacceptable because of the <br />traffic hazard it presented. Mrs. Mohr stated that while most truck drivers are <br />very careful there are a few who tend to be careless and that this is a situation <br />asking for trouble. Mrs. Mohr advised that State laws can be applied regarding <br />noise control. She stated that she could not accept the fact that the trucks could <br />not use alternate routes such as E1 Charro Road. She stated that after a conversa- <br />tion with the PUC, she was advised that the PUC sets the minimum rates according to <br />the time and number of miles between the shortest legal route for truck service. <br />Mrs. Mohr stated that if First Street/Sunol Boulevard was no longer a legal route <br />then the PUC could not consider this as the shortest legal route, and she added that <br />ROAR and the Mission Park Homeowners Association would assist the gravel companies <br />in whatever manner possible to aide them in getting a more reasonable rate from the <br />PUC for an alternate route. Mrs. Mohr thanked everyone involved in bringing this <br />issue to the point it is now. <br /> <br /> Dr. Jerome Lukas, State of California, Office of Noise Control, presented Council <br />with a handout charting existing noise levels for a 30 hour period of traffic flows <br />on First Street in front of Pleasanton Elementary School. He stated the truck noise <br />levels exceeded the State Code level of 82 dba and therefore trucks were subject to <br />citation of this violation of the law. He explained how excessive noise levels can <br />affect children in school classrooms as well as disrupting the teachers. Dr. Lukas <br />questioned the 16,000 pound weight limitation, stating there are other standards <br />commonly used throughout the country that might be more applicable. Dr. Lukas <br />briefly summarized the noise impact on residential areas stating that lending in- <br />stitutions and the Federal Housing Administration will not permit their funds to <br /> <br /> 3. 6/12/79 <br /> <br /> <br />
