The roll call vote was as follows: <br /> AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br /> NOES: None <br /> ABSENT: None <br /> <br /> Streets <br /> After brief discussion, no changes were made by Council in the Streets budget. <br /> <br /> Parks <br /> After brief discussion, no changes were made By Council in the Parks budget. <br /> <br /> Sewer <br /> After brief discussion, no changes were made by Council in the Sewer budget. <br /> <br /> Water <br /> After brief discussion, no changes were made by Council in the Water budget. <br /> <br />~ Police <br /> Chief McCloud gave a general overview of the Police Department budget. He <br /> pointed out that the entire budget was up $177,000, and of that amount more than <br /> $175,000 was due to employee services. He briefly described all increases in the <br /> budget other than personnel. Assuming current authorized strength, Chief McCloud <br /> described the staffing assignments for the entire department. He also described <br /> how all of the sworn positions are deployed throughout the various divisions and <br /> among the shifts. Chief McCloud reviewed future staffing needs and priorities as <br /> follows; four officers related to the western portion of the City, a non-sworn <br /> research and training position, and three civilian positions for property, animal <br /> control, and records and dispatch. Chief McCloud listed selected activities that <br /> will receive special attention in 1979-80 as follows; develop a department pro- <br /> cedure manual, complete a patrol study, complete a crime victimization survey/ <br /> study, initiate a comprehensive traffic enforcement and community education <br /> program, formulate a long range training program, and the planning of a new police <br /> facility. Chief McCloud also described the departmental training program planned <br /> for 1979-80. He stated that a total of 2,785 hours will be devoted to both in- <br /> service and POST required training. Chief McCloud explained the comparison of <br /> enforcement and crime statistics between Pleasanton and the average over five <br /> years for three other jurisdictions. Major crimes and clearance rates and nearly <br /> every other category of crime statistics shows that Pleasanton compares very <br /> favorably. Chief McCloud stated that a recent sample of calls for service showed <br />· a response time of 3.41 minutes for emergency calls, 6.89 minutes for priority <br /> calls, and 27 minutes for non-priority calls. He also explained what types of <br /> calls are included in each response category. <br /> <br /> Officer Jim Balch presented a status report on the Crime Prevention Program. <br /> He described his work with many neighborhood organizations on the Home Alert Pro- <br /> gram. The priority for implementation has been based on requests by citizens and <br /> because of demonstrated burglary problems. <br /> <br /> After various questions and discussion, Council made the following changes in <br /> the Police Department budget: <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Mercer, <br /> to increase the Police Department complement by four officers and one vehicle. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br /> NOES: None <br /> ABSEnt: None <br /> <br /> 2. 6/5Z79 <br /> <br /> <br />
