Matters for the Information of the Council <br /> Mr. Broom presented the Information Report of the Assistant to the City Manager- <br />Walker, dated May 3, 1979, regarding 1979-80 Budget Review Schedule. After discussion, <br />Council determined to schedule the following dates for review of the 1979-80 Budget: <br />June 4, June 5, and June 11, 1979, all meetings starting at 7:30 P.M. <br /> <br /> Mr. Brown presented his report dated May 3, 1979, regarding the City Council Agenda <br />Planning Report for May, June, and July. <br /> <br /> Mr. Brown stated that the Parcour Fit Trail at Amador Park had been completed this <br />past weekend, with financial assistance from the Junior Womens Club, financial and <br />work crews from the Rotary Club, donation of work crews by the City employees, and <br />design accomplished by A1 Dutchover. Council instructed staff tow rite letters of <br />appreciation to the various groups for their generous donation to this project. <br /> <br />Councilmember Kephart stated he would like to discuss the City Manager's memorandum <br />dated May 3 1979 regarding previous Environmental Impact Report requirements relative <br /> , , <br />to the Valley Memorial Hospital site. <br /> <br /> Mayor Brandes stated he would not participate in this discussion due-to potential <br />Conflict of Interest. He turned conduct of the meeting over to Vice Mayor Mercer. <br /> <br /> Councilmember Kephart stated that at the time he voted on the Stoneridge Develop- <br />ment Company Environmental Impact Report at the meeting of April 24, 1979, the Council <br />was told that the same constraints had been placed on both the Valley Memorial Hospital <br />and San-Am Hospital proposals. He pointed out that staff's memorandum indicated that <br />this was not the case, rather that a negative declaration was allowed for Valley Mem- <br />orial Hospital's general plan amendment. He was concerned about this apparent difference <br />and felt the same conditions should be applied to both applications. <br /> <br /> Councilmember Kephart moved to reconsider action requiring an Environmental Impact <br />Report for Stoneson Development Company's 91 acre general plan amendment. <br /> <br /> The motion died for lack of a second. <br /> <br /> Staff explained that the directed Environmental Impact Report that will be required <br />of Stoneson Development Company with the five major mitigating measures, is virtually <br />the same requirements required of the Valley Memorial Hospital proposal. <br /> <br /> There being no further discussion of this matter, Vice Mayor Mercer turned the <br />meeting back over to Mayor Brandes. <br /> <br />REPORTS OF THE CITY ATTORNEY (Contd.) <br />Proposed Bill creating a Low and Moderate Income Housing Projeqt Appeals Board <br /> Mr. Levine stated the Governor had proposed a new Bill creating a low and moderate <br />income housing project appeals board. This board would have the power to overturn <br />local denials of land use projects and to grant general plan amendments. <br /> <br /> Council requested a copy of the Bill with a report from the City Attorney before <br />making a decision on this matter. <br /> <br />COI~NICATIONS <br /> There were no Communications presented at this meeting. <br /> <br />CITY COUNCIL CALENDAR <br /> Mr. Brown presented the Calendar for the information of the Council. <br /> <br /> 8. 5/8/79 <br /> <br /> <br />
