that traffic on Vineyard Avenue would be significantly increased and that the <br />proposed use of land by the Hindu Complex might represent a down-zoning, there- <br />fore he was not opposed to the use but did feel the City should take a position <br />that they could not provide municipal services to the proposed facility. <br /> <br /> After further discussion, it was moved by Councilmember Brandes, and seconded <br />by Councilmember Wood, that Resolution No. 79-23, recommending to the Alameda County <br />Board of Supervisors that the Conditional Use Permit for the Hindu Cultural Center <br />ba denied based on the following concerns: (1) the unmittgatable adverse environ- <br />mental impacts listed on page 19 of the Environmental Impact Report raise grave con- <br />cernsfor the City; (2) the primary impact on the City of Pleasanton will be the <br />traffic generated by the facility on Vineyard Avenue through the City of Pleasanton, <br />it is important to note that the City Council has in the past down-zoned apartment <br />projects along that road to reduce their traffic impact and has phased other pro- <br />jects to limit the negative impacts of traffic on Vineyard Avenue, and that addi- <br />tional traffic generated by future phases, as well as the present phase of this <br />project, could reduce the effectiveness of the City's attempts to control traffic <br />flows on Vineyard Avenue; (3) the questions regarding the provisions of municipal <br />services to the Center have not been satisfactorily answered by the conditional use <br />permit approved by the Planning Commission of Alameda, in particular, the appellant's <br />lack of sufficient water supply to fight fires on the site, coupled with the County <br />Fire Department's inability to handle structural fires, raises serious safety con- <br />cerns generated by this proposal; and (4) factual support for findings in the EIR <br />have not been sufficiently provided in the record, in particular, there are no facts <br />established for the public need for the proposal, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Brandes, Kephart, Wood, and Mayor Mercer <br />NOES: Councilman Butler <br />ABSENT: None <br /> <br /> Councilmember Brandes stated he would be attending the County Board of Super- <br />visors meeting on Thursday, March 1, 1979, regarding this matter and could present <br />the Council's adopted position resolution to the Board at that time. <br /> <br /> Mr. Terry Bell, 4722 Harrison Street, addressed the Council speaking in opposi- <br />tion to a proposed apartment complex at 4741 Harrison Street, and requesting Council <br />to consider rezoning the area to single-family residences. He presented a petition <br />to the City Council, signed by 219 residents, which read as follows: "Whereas <br />Pleasanton Ordinance #5-1.54 and 5-3.46 permit law enforcement agencies to prohibit <br />parking on streets which might create emergency (Fire dept., Ambulance, etc.) traffic <br />congestion, and Whereas Farrison street at the proposed multiple dwelling site (4741) <br />measures 33 feet in width, as opposed to the normal 36 foot street width, and Whereas <br />Farrison street in Old Town Pleasanton by its width, indicates that the street was <br />never planned for multiple dwellings, Now, therefore be it resolved, that the under- <br />signed property owners and taxpayers of Old Town Pleasanton feel that if it is in- <br />cumbent on law enforcement to prohibit parking on Harrison street during the Alameda <br />County Fair Exposition, so that Emergency vehicles may have unobstructed passage, we <br />the undersigned, feel that Harrison Street and nearby citizens are entitled to the <br />same unobstructed Emergency vehicle passage the remaining fifty weeks of each year, <br />and thereby petition the rezoning of Harrison street as well as 4741 }~rrison street <br />to a single family dwelling s atus" <br /> t . <br /> <br /> Council discussion ensued about possible rezoning of the area, who could initiate <br />a zoning change, and the possibility of including this area in the land use study of <br />the downto~n area that is expected to be completed in June.
