45i <br /> <br /> The following persons rebutted in favor of the Environmental Impact Report: <br /> <br /> .- Steven Taylor, Royalton Court <br /> Robert Philcox, 2411 Crestline Road <br /> Brad Hirst, 2456 Minivet Court <br /> Gil Barbee, 147 Bernal Avenue <br /> <br /> There being no further public testimony, Mayor Mercer declared the public <br /> hearing closed. <br /> <br /> The City Attorney reviewed the actions required to be taken by City Council <br /> if they determined to approve the Environmental Impact Report. <br /> <br />~'~ _After discussion, it was moved by Councilmember Brandes, and seconded by <br />C~' Councilm~ber Butler, that Resolution No. 79-17, certifying the Final Environ- <br /> mental Impact Report on the Sunol-Pleasanton-Livermore Track Consolidation <br />--- Project as being adequate and complete, certifying that the Environmental <br />..~ ~mpact Report has been completed in compliance with CEQA and State Guidelines, <br /> certifying that the City Council has reviewed and considered the information <br /> in the Environmental Impact Report, and find that the project alternatives would <br /> have a significant adverse impact on the enviro.nment and establish the boundaries <br /> cf the impact, taat the impacts identified on page 178 of the Environmental Im- <br /> pact Report be found and that the area affected be the City of Pleasanton, the <br /> unincorporated area adjacent to the Western Pacific and Southern Pacific rights- <br /> of-way between the eastern Pleasanton City Limits and western Livermore City <br /> Limits and, the unincorporated area adjacent to the Western Pacific and Southern <br /> Pacific rights-of-way between the eastern Pleasanton City Limits and a point <br /> approximately .8 miles northeast of Sunol, that the potential traffic congestion <br /> at Santa Rita' Road, Del Valle Park-way and Stanley Boulevard be also considered <br /> as a potential significant adverse impact, that the Table on Page 118 of the <br /> Enviropaental Impact Report be corrected, and, that the adverse impact "Dis- <br /> placement of six homes on the Stanley Boulevard grade separation site" add the <br /> following mitigation measure: a rear access rather than a frontage road to the <br /> properties along Stanley Boulevard may be developed to provide access should a <br /> grade separation at Stanley Boulevard and the Southern Pacific tracks deny <br /> properties access to Stanley, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, and Mayor Mercer <br /> NOES: None <br /> ABS~_a~: None <br /> ABSTAih~ED:Councilman Wood <br /> <br /> }layor Mercer recessed the meeting at 12:I5 A.M. <br /> <br /> }hyor Mercer reconvened the meeting at 12:25 A.M. <br /> <br /> PUBLIC HEARINGS (Contd.) <br /> Application of the Planning.
