Mr. Harris reiterated that the subject application was for a varience of <br /> the required lot size and had nothing to do with septic tanks at this time, <br /> which appeared to be the concern of the appellants. <br /> <br /> After considerable discussion, it was moved by Councilmember Butler, and <br /> seconded by Councilmember Wood, that Resolution No. 79-10, that the condition <br /> added by the Board of Adjustment to the Negative Declaration relating to the <br /> required study of septic tank effects on the groundwater be modified to state: <br /> that the applicant prepare a directed Environmental Impact Report related to <br /> water quality on the ground basin on the basis of the EIR Guidelines of the City <br /> before filing of a subdivision plan on the subject property; and that the appeal <br /> by Ray Kidder and Anna Martinsen of a decision of the Board of Adjustment ap- <br /> proving a variance to allow the subdivision of a 21 acre parcel located imme- <br /> diately west of Oakland Avenue about 500 feet north of Mohr Avenue into four lots, <br /> one of which would not have the required lot width and two of which would not have <br /> the required lot size, the property is zoned A (Agricultural) District, be other- <br /> wise denied, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Brandes, Butler, Kephart, ~od, and Mayor Mercer <br /> NOES: None <br /> ABSENT: None <br /> <br /> REPORTS OF THE CITY MANAGER <br /> Septic Tank Use in the }{ohr-Martin Area <br /> _ Mr. Brown presented his report dated January 18, 1979, regarding this matter. <br /> <br /> No action was taken by Council on this item. <br /> }~yor Mercer recessed the meeting at 9:45 P.M. <br /> Mayor Mercer reconvened the meeting at 9:55 P.M. <br /> <br /> PUBLIC HEARINGS (Contd.) <br /> City Council consideration of whether Card Rooms should be permitted to continue <br /> .operating in the City of Pleasanton~ and if so under what conditions <br /> Mr. Levine presented his report dated January 16, 1979, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open. <br /> <br /> The following persons spoke in favor of keeping Card Rooms in the City of <br /> Pleasanton as presently operated: <br /> <br /> David Harris, Attorney, 397 Ray Street, representin John and Agnes Shaw, <br /> and speaking on behalf of Wallace Travasso, The Castle. <br /> Mr. Harris presented a petition with 573 signatures which <br /> read as follows: "We the undersigned are residents of the <br /> Livermore-Amador Pleasanton Valley and patrons of PASTIME <br /> POOL HALL. We are citizens and taxpayers of this community. <br /> We enjoy the recreational activities offered at PASTD{E POOL <br /> IIALL including the companionship of our friends and various <br /> diversions including billiards and cards.
