Mr. Joseph Madden, 3851 Vineyard Avenue, applicant, presented a schematic <br />drawing of the proposed development. He stated there would be eight six-plex units <br />and the development would be consistent with requirements of setback and parking. <br />Mr. Madden stated that permanent access to the property would eventually be on <br />Vine Street but until such time as Vine Street is completed he would provide access <br />on his property that is adjacent to Mr. Medeiros. Mr. Madden stated he felt his <br />property was unique, that there was adequate service area for emergency equipment <br />access and turn around, that he would keep the construction costs as low as pos- <br />sible, and that at this time he did not know if the proposed project would be <br />developed as rental units or condominiums. <br /> <br /> There being no further testimony, ~yor Brandes declared the public hearing <br /> closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Wood, that <br />Resolution No. 79-237, determining on the basis of a review of initial environmental <br />study done for this project, that no significant environmental impact would occur <br />as outlined in the City's guidelines and that a Negative Declaration is appropriate <br />to rezone the 2.0 acre site located at 3851 Vineyard Avenue from the RM-4000 (Mul- <br />tiple Residential, 10 units/acre) to the RM-1500 (Multiple Residential, 29 units/ <br />acre) District, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Butler stated that he voted originally to decrease density on <br />this property because of the traffic situation on Vineyard Avenue. He stated he <br />felt it would be inappropriate to reverse that decision until such time as positive <br />steps are taken relating to traffic on Vineyard, however, due to the lack of low <br />income housing in Pleasanton he felt it would be proper to approve the project but <br />not allow it to proceed until there was a better traffic route from Pico Extension. <br /> <br /> After discussion, it was moved by Councilmember Wood, and seconded by Council- <br />member Butler, to approve the application of Joseph E. Madden to fezone the 2.0 <br />acre site located at 3851 Vineyard Avenue from the RM-4000 (Multiple Residential, <br />10 units/acre) to the RM-1500 (Multiple Residential, 29 units/acre) District. <br /> <br /> After further discussion, it was moved by Councilmember Butler, and seconded <br />by ~yor Brandes, to amend the motion to include a condition that no building per- <br />mits be issued for structures on the property until such time as there is a con- <br />nection from Pico Avenue to Stanley Boulevard. <br />The roll call vote was as follows:. <br />AYES: Councilmen Butler, Kephart, Wood, and Mayor Brandes <br />NOES: Councilman Mercer <br />ABSENT: None <br /> <br /> Mr. Madden stated he never mentioned that this project would be only apartments; <br />he stated he talked of multiples only. He agreed to the condition that the develop- <br />ment cannot be constructed before Pico Avenue Extension is completed, and he re- <br />iterated that he did not know if the development would be rentals or condominiums. <br /> <br /> It was moved by Mayor Brandes, and seconded by Councilmember Butler, that <br />Ordinance No. 920, be read by title only and waive further reading thereof. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: None <br /> <br /> 5. 11/27/79 <br /> <br /> <br />
