Councilmember Mercer suggested that the formula for contribution to the traffic <br />signal be based on size of acreage of the property owners involved. <br /> <br /> Councilmember Mercer stated he felt the speed limit should be reduced and that <br />staff should contact Caltrans immediately regarding improvement from the Interchange <br />to the Freeway. He added he felt there should be a sign when coming off the Freeway <br />going west that reads "Caution - Left Turn Lane Ahead".. <br /> <br /> Councilmember Mercer stated he felt that the 62 acre parcel across from McDonald's <br />should have a frontage intersection further south on Santa Rita Road. <br /> <br /> Councilmember Mercer stated he thought the McDonald's free-standing sign is <br />attractive as proposed. <br /> <br /> Councilmember Mercer stated he felt McDonald's should be required to provide <br />security guards of some form, possibly off-duty Pleasanton policemen after the <br />r~staurant opens to see if there is going to be any problems at this site. <br /> <br /> Councilmember Butler stated he concurred with most of Councilmember Mercer's <br />suggestions. He stated he felt there should be bike trails on both sides of the <br />street. He added it will be difficult to route bike traffic on West Las Positas <br />and suggested a sign be placed there "NQ Bike Traffic Past this Point". <br /> <br /> Councilmember Butler stated he favored retaining the formula for contribution <br />to the traffic signal as it is and re-evaluate it later on. <br /> <br /> Mr. Harris advised that a Negative Declaration on the McDonald's application <br />should be considered at this time. <br /> <br /> After discussion, it was moved by Councilmember Butler, and seconded by Council- <br />member Mercer, that Resolution No. 79-222, determining on the basis of a review of <br />initial environmental study done for this project, that no significant environmental <br />impact would occur as outlined in the City's guidelines and that a Negative Declara- <br />tion is appropriate to allow the construction and operation of a McDonald's restau- <br />rant on the 1.6 acre parcel located at the northeast corner of Pimlico Drive and <br />Santa Rita Road, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, and Wood <br />NOES: Councilman Kephart and Mayor Brandes <br />ABSENT: None <br /> <br /> Councilmember Kephart stated he did not feel this site was a good location for <br />McDonald's due to traffic hazards to young people in the area. <br /> <br /> Mayor Brandes stated he was concerned about the attractiveness of the entrance <br />into the City at this location and felt McDonald's was not an appropriate business <br />at this site. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Butler, that <br />Resolution No. 79-223, approving the conditional use permit to allow the construction <br />and operation of a McDonald's restaurant on the 1.6 acre parcel located at the north- <br />east corner of Pimlico Drive and Santa Rita Road subject to conditions set forth in <br />Staff Report 79:276 dated November 6, 1979, and adding conditions that the bike trail <br />system be developed on the McDonald's side of Santa Rita Road, that McDonald's be <br />responsibla for developing that portion of the bike trail system in the right-of-way <br />easement of the City of Pleasanton and that the other three property owners be re- <br />quired to build a bike trail system that connects at such time as they develop their <br /> <br /> 11. 11/13/79 <br /> <br /> <br />
