Mr. William Hirst, 147 Bernal Avenue, Attorney representing the applicant, <br />presented a diagram showing traffic aspects of the application and its proximity <br />to 1-580, and stated this land had been designated C-F zoning for a long time. <br />Mr. Hirst also presented a rendering of the proposed restaurant showing design of <br />the structure, signing, site plan and landscaping plan. He stated the Planning <br />Commission had required the applicant to furnish a detailed traffic report pre- <br />pared by a traffic engineer and that this location had been rated A (good traffic <br />flow situation). He added the traffic engineer made recommendations which were <br />included in the Planning Commission conditions. Mr. Hirst offered the following <br />comments for consideration regarding this application: (1) it is possible to pro- <br />vide an Eastbound access onto 1-580 off of Pimlico Drive; (2) it is possible to <br />have a left turn lane from Santa Rita Road onto Pimlico Drive; (3) McDonald's <br />generates a substantial amount of sales tax revenue; (4) McDonald's would employ <br />a substantial number of young people at the site; (5) the site would better serve <br />the residents of Pleasanton; (6) McDonald's sites are well policed and kept litter <br />free; (7) McDonald's closes between 10:00-11:00 P.M., at night. Mr. Hirst stated <br />that M~Donald's had requested a Variance to increase the height of the free- <br />standing sign but had since withdrawn that application and they are satisfied with <br />the 20 ft. high sign as approved by the Design Review Board. He stated that the <br />Design Review Board had denied the~.r application for a monument sign and Mr. Hirst <br />requested that Council consider allowing this sign because it makes good planning <br />to have it. Mr. Hirst stated that with reference to the contribution of $9,600 <br />toward the construction of a traffic signal when it becomes necessary, the applicant <br />felt this amount is a high contribution and requested this be reconsidered. Mr. <br />Hirst stated that McDonald's had tried to acco~nodate the City at every possible <br />point and requested approval of the application. <br /> <br /> Mr. Harris stated the Design Review Board initially denied the free-standing <br />sign based on the design of the sign. Mr. Harris stated he would like to see <br />another design of the sign as he felt the present proposed sign was too large for <br />the pole and out of proportion. He added he felt McDonald's need a freeway sign <br />for identification. <br /> <br /> Mr. Hirst advised the free-standing sign is well within the ordinance require- <br />ments. He added that it is important to project the corporate image and to deprive <br />them of the use of a free-standing sign effectively emasculates them. Mr. Hirst <br />stated the sign being requested is smaller than the one proposed for the 30 ft. pole. <br /> <br /> Mr. Nick Del Boccio, 3717 Bairn Court, spoke in opposition to this!application <br />because he felt there should not be a commercial development at this location like <br />there is at Hopyard Road, and that any development should benefit the homeowners <br />in the area rather than transients. <br /> <br /> Mr. Hirst stated the City has the tools available to control commercial develop- <br />ment at this location to insure that it does not become the same as the Hopyard Road <br />entrance area. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hearing closed. <br /> <br /> Councilmember Mercer stated that bike trails could create a difficult problem in <br />this area. He suggested that the four separate property owners from Pimlico to West <br />Las Positas be responsible for improving the bike system on their property with Mc- <br />Donald's being required to develop that portion that the City owns. Councilmember <br />Mercer also suggested that until the property develops, directional signs be placed <br />at the intersection of West Las Positas and Santa Rita Road directing children to <br />Fairlands. <br /> <br /> 10. 11/13/79 <br /> <br /> <br />
