The, City council may recom- <br />mend the above change or any other designation it deems .appropriate <br /> <br />On the basis of an Initial Study of the potential environmental impacts of the <br />p.roJect~ the Director of Plannin~ and. Communi~ Development has determined that <br />.~.he proposed project would n.0.t hav. e ~ny potential significant adverse effects on <br />the environment and that an environmental impact report need not be prepared. <br />This. Initial Study is available for review at the Planning Divisio~ 200 Bernal <br />Avenue, Pleasanton. Comments on this decision...may be directed'to either the <br />Planning staff prior to the above meeting date or directly to the City Council <br />at the above noticed meeting <br /> Mr. Harris presented his report dated August 10, 1979, regarding this matter <br /> and displayed map showing location of this particular piece of property. <br /> <br /> Councilmember Wood asked if there was another area that could be used by BART. <br />Mr. Harris advised that BART has the final decision on the location of their sta- <br />tion. He presented a map showing the new proposed BART route which has been approved <br />by BART. He stated that no station location had been pinpointed at this time and <br />probably would not be done any time in the immediate future but that it probably <br />would be on the eastern portion of the Shopping Center. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> Mr. Robert F. Eynck, representing Taubman Company, owners of the Stoneridge <br />Shopping Center, and the peripheral property owners, but not representing the <br />department store owners or the o~mers of the 88 acres east of the Shopping Center, <br />stated that the property covered in the application is already zoned C-R and that <br />the Planning Commission has unanimously approved the application at public hear- <br />ings with no opposition. He added that the Planning Commission decision was based <br />not only on the testimony presented to the Commission but also on the staff report <br />which was prepared after extensive discussions with the property owners and BART. <br /> <br /> Mr. Avner Naggar, representing Taubman Company, presented background informa- <br />tion regarding the proposed location and relocation of the BART line, stating the <br />original route was not logical. He stated that traffic patterns had been studied <br />and that the ring road was self-contained and completely compatible with a BART <br />station. He stated there was a need for a BART line to the Valley and that the <br />new proposed route was more feasible and a superior alignment. <br /> <br /> Mayor Brandes recessed the meeting at 9:00 P.M. <br /> <br /> Mayor Brandes reconvened the meeting at 9:05 P.M. <br /> <br /> Mr. Joe Burkhardt, representing Stoneson Development Corporation, owners of the <br />88 acre parcel of property adjacent to the Shopping Center, supported the applica- <br />tion and stated that a general Environmental Impact Report is being prepared that <br />will come before Council later. He stated the proposed relocation of the BART line <br />will severely impact the 88 acre area but now is not the time to speak regarding <br />this matter. Mr. Burkhardt stated the proposed relocatton of the BART line is <br />better for the Shopping Center but in no way does that mean Stoneson Development <br /> <br /> 9. 8/28/79 <br /> <br /> <br />
