Councilmember Butler stated he supported the motion because of the impact of <br />the reduced park area. <br /> <br /> Mayor Brandes stated he opposed the motion because he felt the concerns of <br />Council and the citizens could be addressed and mitigated at the zoning stage. <br /> <br /> No action was required or taken on the negative declaration related to this <br />item due to the above decision of denial of the application. <br /> <br />Application of Joseph E. Boatright for an amendment to the General Plan which would <br />include a 74-acre parcel of land located on the west side of Foothill Road between <br />Bernal Avenue and Longview Drive as being within the "urb.anization Line" on the <br />L~nd Use Map of the General Plan or to amend the text of the Growth Management Ele- <br />ment of the General Plan to exempt development at a density of one unit per 5 acres <br />from the limitations imposed by the Urbanization Line <br /> <br />On the basis of an Initial .Study of the potential environmental impacts of the <br />project~ the Director of Planning and Community Development has determined that <br />the proposed p;o3ect would not have any potential significant adverse effects on <br />the environment and that an environmental impact report n~.ed not be p.repared. <br />This Initial Study is available for review at the Planning Divisions.. 200 Bernal <br />Avenue~ Pleasanton. Comments on this decision may be directed to either the <br />Plannin~ staff prior to the above meetin~ date or directly to the City Council <br />at the above noticed meetin~ <br /> Mr. Harris presented his report dated August 10, 1979, regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> Mr. Bill Hirst, 147 Bernal Avenue, Attorney representing the applicant, stated <br />he felt the application was appropriate because the parcel is already within the <br />City Limits; the parcel is in three Assessment Districts; utilities run through <br />the site; and the parcel is surrounded on three sides by the Urbanization Line. <br /> <br /> No one in the audience spoke in opposition to this item. <br /> <br /> There being no further testimony, Mayor Brandes declared the public hearing <br />closed on the application and the negative declaration. <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mercer, <br />that Resolution No. 79-140, determining on the basis of a review of initial environ- <br />mental study done for this project, that no significant environmental impact would <br /> Cit ' <br />occur as outlined in the y s guidelines and that a Negative Declaration is appro- <br />priate for an amendment to the General Plan which would include a 74-acre parcel of <br />land located on the west side of Foothill Road between Bernal Avenue and Longview <br />Drive as being within the "Urbanization Line" on the Land Use Map of the General <br />Plan, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, Wood, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Kephart <br /> <br /> It was moved by Councilman Butler, and seconded by Councilman Wood, that the <br />application of Joseph E. Boatright for an amendment to the General Plan which would <br />include a 74-acre parcel of land located on the west side of Foothill Road between <br />Bernal Avenue and Longview Drive as being within the "Urbanization Line" on the Land <br />Use Map of the General Plan and showing the Urbanization Line running along the <br />entire length of the northern boundary of the subject site, be approved. <br /> <br /> 8. 8/28/79 <br /> <br /> <br />
