Comments on this decision may be directed to either the Planning staff <br />prior to the above meetins date, or directly to the City Council at the above <br />noticed meeting <br /> Mr. Harris presented his report dated August 8, 1979, regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open on the application and the <br />negative declaration. <br /> <br /> No one in the audience spoke in favor of or in.opposition to this item. <br /> <br /> Mayor Brandes declared the public hearing closed on the application and the <br />negative declaration. <br /> <br /> After discussion, it was moved by Councilmember Wood that this item be continued <br />to the City Council meeting in December when general plan amendments will next be <br />considered. <br /> <br /> The motion died for lack of a second. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Butler, <br />that Resolution No. 79-138, determining on the basis of a review of initial environ- <br />mental study done for this project, that no significant environmental impact would <br />occur as outlined in the City's guidelines and that a Negative Declaration is appro- <br />priate for an amendment to the Land Use Element of the General Plan to change the <br />land use designation of a 60 acre site located immediately south of Johnson Drive <br />and about 700 feet west of Hopyard Road from "General and Limited Industrial" to a <br />combined "Industrial/Commercial and Offices" designation, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, and Mayor Brandes <br />NOES: Councilman Wood <br />ABSENT: Councilman Kephart <br /> <br /> Mr. Harris stated that staff recommended an amendment to a condition as follows: <br />"That the main point of access to the development shall be via a road extending from <br />Hopyard Road through the Gothschalk Paper Box Company property and that a traffic <br />signal at the intersection of this access road and Hopyard Road shall be installed <br />at no cost to the City when determined by the City Council". <br /> <br /> It was moved by Councilmember Butler, and seconded by Councilmember Mercer, that <br />the application of the Flying "J", Inc., for an amendment to the Land use Element of <br />the General Plan to change the land use designation of a 60 acre site located imme- <br />diately south of Johnson Drive and about 700 feet west of Hopyard Road from "General <br />and Limited Industrial" to a combined "Industrial/Commercial and Offices" designation, <br />be approved subject to the above amended condition. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Mercer, and Mayor Brandes <br />NOES: Councilman Wood <br />ABSENT: Councilman Kephart <br /> <br />Application of Ponderosa Homes for an amendment to the Land Use Element of the General <br />Plan which would comprehensivel7 change the land use designations on a 240-acre site <br />located between 1-680 and Hopyard Road north and west of the existing development along <br />Hansen Drive and Via Quito.
