MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Kephart stated that the City of Capitola had initiated a program <br /> that uses disabled persons to monitor parking in the downtown area. He advised the <br /> Police Chief of Capitola stated the program had proved successful thusfar. Council- <br /> member Kephart suggested that the Human Services Commission be directed to explore <br /> the idea further and see if this type of program could be implemented in the City of <br /> Pleasanton. Council concurred. <br /> <br /> Mayor Brandes stated that correspondence had been received from the City of <br /> Newark requesting support of a resolution urging implementation of follow-up legis- <br /> lation and further constitutional amendment to the "Spirit of 13" Initiative to <br /> provide adequate financing to municipal services required for new industrial and <br /> commercial development in California. Pleasanton would be directly effected by the <br />~ ~ spending restriction because the Stoneridge Shopping Center will both generate new' <br />~ revenues and require new services. Councilmember Mercer stated that supporters of <br /> the legislation agreed it was an oversight that money generated by new business <br /> could not be spent by cities. After discussion, it was moved by Mayor Brandes, and <br />· seconded by Councilmember Butler, that Resolution No. 79-117, supporting the reso- <br /> lution of the League of California Cities General Assembly on amendment to the <br /> initiative constitutional amendment providing for financing of municipal services <br /> resulting from new industrial and commercial development, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Butler, Kephart, Mercer, and Mayor Brandes <br /> NOES: None <br /> ABSENT: Councilman Wood <br /> <br /> Mayor Brandes stated that correspondence had been received from Supervisor <br /> Valerie Raymond regarding the request of the City Council to have Councilmember <br /> Kephart appointed to the Judicial Council of Alameda County which considers penal <br /> and correctional facilities. Mayor Brandes stated he had talked to Supervisor <br /> Raymond relative to this matter and she suggested the Pleasanton City Council pass <br /> a resolution reaffirming the request for the appointment of Councilmember Kephart <br /> to the Alameda County Judicial Council. After discussion, it was moved by Mayor <br /> Brandes, and seconded by Councilmember Mercer, that Resolution No. 79-118, restating <br /> the Council's action taken on May 22, 1979, and further reauthorizing Mayor Brandes <br /> to repeat his request for the appointment of Councilmember Kephart to the Alameda <br /> County Judicial Council, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Butler, Kephart, Mercer, and Mayor Brandes <br /> NOES: None <br /> ABSENT: Councilman Wood <br /> <br /> ~ayor Brandes referred to an article in the Oakland Tribune citing a demonstra- <br /> tion by residents of the City of Hayward in opposition to pre-trial facilities being <br /> established within that community. Mayor Brandes stated he would like to have the <br /> City Council go on record in strong opposition to having a pre-trial facility being <br /> established in or near Pleasanton. He also stated he would like to have a more <br /> definite survey conducted regarding where prisoners are being sent from between <br /> North and South County. Mayor Brandes requested Council concurrence to send a <br /> letter to the Board of Supervisors regarding the Council~s opposition to a pre- <br /> trial facility being established in the Livermore-Amador Valley. Councilmember <br /> Mercer stated that the Council had taken action in the last year or two supporting <br /> a government facility being established in Pleasanton. Mr. Brown advised that the <br /> type of facility under consideration at that time was a County government center <br /> and court facility with perhaps a detention facility for prisoners awaiting trial, <br /> <br /> 2. 7/24/79 <br /> <br /> <br />
