Counciimember Mercer stated he felt an Environmental Impact Report should be <br />prepared regarding the amount of earth to be moved, drainage, where Pico Avenue is <br />going to be and what traffic it will create, noise impact, and dust impact. <br /> <br /> Councilmember Butler asked Mr. Campbell if the drainage problems could be solved. <br />Mr. Campbell assured him they could be if enough money is spent on it. Councilmember <br />Butler stated he felt it would be no problem to deal with the environmental impacts <br />with mitigating measures. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Kephart, <br />that an Environmental Impact Report be required on PUD-79-1, application of Centex <br />Homes for a Planned Unit Development for a 79 unit, single-family detached residen- <br />tial complex to be located on a 32.4 acre site located between the Pleasanton School <br />upper playfield and Mirador Drive and immediately southerly of the residences bor- <br />dering Angela Street,directed to impacts of grading, alignment of Pico Avenue, water <br />drainage, effect of Pico Avenue on schools related to noise, dust, and use of school <br />lands. <br />The roll call vote was as follows: <br />AYES: Councilmen Kephart and Mercer <br />NOES: Councilman Butler and Mayor Brandes <br />ABSENT: Councilman Wood <br /> <br /> After discussion, it was moved by Mayor Brandes, and seconded by Councilmember <br />Mercer, that Resolution No. 79-120, denying without prejudice the appeal of Centex <br />Homes to a decision of the Planning Commission denying Case PUD-79-1, their appli- <br />cation for a Planned Unit Development approval for a 79 unit, single-family detached <br />residential complex to be located on a 32.4 acre site located between the Pleasanton <br />School upper playfield and Mirador Drive and immediately southerly of the residences <br />bordering Angela Street, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmen Butler, Kephart, Mercer, and Mayor Brandes <br />NOES: None <br />ABSENT: Councilman Wood <br /> <br /> Mayor Brandes advised the above action taken by Council upheld the decision of <br />the Planning Commission, and would allow the developer to resubmit a revised plan <br />to the Planning Commission whenever he desired. <br /> <br /> Mayor Brandes reopened the public hearing on the Environmental Impact Report <br />relative to this application and continued this item to the meeting of August 28, <br />1979, 7:30 P.M., in the Fairgrounds Cafeteria, for full Council attendance. <br /> <br />Extension for an additional eight (8) months of the moratorium on conversion of <br />existing mu!ti~ie fam~lM rental dwellings to condominiums as adopted in Ordinance <br />No. 880 <br /> Mr. Levine presented his report dated July 19, 1979, regarding this matter. <br /> <br /> Mayor Brandes declared the public hearing open. <br /> <br /> No one in the audience spoke in favor of or in opposition to this item. <br /> <br /> Mayor Brandes declared the public hearing closed. <br /> <br /> 10. 7/24/79 <br /> <br /> <br />
