Adoption of Resolution No. 80-308, approving application for Grant Funds under <br /> the Solid Waste Management Act of 1980. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br />MATTERS INITIATED BY COUNCILMEMBERS <br /> Councilmember Mohr inquired as to when the Environmental Impact Report on the <br />proposed Foothill Road gravel quarry would be available for review. Mr. Harris <br />advised it should be completed within a month by the County and that the City will <br />receive copies as soon as it is completed. <br /> <br /> Councilmember Mohr stated she was concerned about the exceedingly high number of <br />condominium conversion applications and the increasing lack of rentals. After dis- <br />cussion, it was moved by Councilmember Mohr, and seconded by Mayor Mercer, that the <br />City Council recall the Condominium Conversion Ordinance for review and re-evaluation, <br />place a moratorium on any future condominium conversion applications, but allow those <br />applications that are currently be processed to be completed. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Mohr, and Mayor Mercer <br />NOES: Councilmember Kephart <br />ABSENT: Councilmember Wood <br /> <br /> The City Attorney advised that a 3-1 vote will not support a moratorium but will <br />allow review of the Condomtnium Conversion Ordinance. <br /> <br /> Councilmember Kephart stated there was water and debris near the railroad tracks <br />behind Bob's hamburger restaurant on Ray Street, and requested staff to investigate <br />this problem. <br /> <br /> Councilmember Kephart stated he still had grave concerns regarding enforcement of <br />the Canine Defecation Ordinance. He advised he had discussed this matter with the <br />Chief of Police who also shared these concerns. Councilmember Kephart stated he felt <br />the ordinance could not be enforced and will not meet the need the Council is trying <br />to achieve. He requested Councilmembers to carefully examine the ordinance before <br />final adoption. Mayor Mercer stated that Police Chief McCloud had discussed this <br />matter with him. Mayor Mercer requested that the second reading of the ordinance be <br />continued until further review by the City Attorney and Chief of Police for possible <br />modification. <br /> <br /> Mayor Mercer advised that the Pleasanton Jaycees had donated money to the Depart- <br />ment of Recreation and Human Resources to purchase two pieces of play equipment for <br />Heatherlark Tot Lot. It was moved by Mayor Mercer, and seconded by Councilmember <br />Butler, that Resolution No. 80-309, commending the Pleasanton Jaycees for their <br />generous donation of $721.45 to the Recreation and Human Resources Department for <br />the purchase of play equipment for Heatherlark Tot Lot, be adopted. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br /> Mayor Mercer requested that Council ask the Park and Recreation Commission to <br />review and make recommendations for finalizing the front of the Youth Sports Park <br />in connection with the completion of Phase III of the Sports Park.
