the last item relative to U-turns on Hopyard Road northbound at the intersection of <br />Stoneridge Drive. <br /> <br /> Mr. Walker presented the memorandum of the Park and Recreation Commission dated <br />November 24, 1980, relative to donation to the City from the Pleasanton Jaycees, <br />which was considered and acted on under Matters Initiated by Councilmembers. <br /> <br />Presentation on Conceptual Plan for Affordable Housing <br /> Mr. Buzz Martin, 349 Hartford Road, Danville, representing Martin Development, <br />made a verbal and slide presentation to Council, presenting a conceptual plan for <br />affordable housing for the City of Pleasanton. He requested Council support of his <br />concept by formal commitment, which would involve cooperation on the part of the <br />City to provide land, waive various City fees, and provide favorable financing, in <br />an effort to get the proposed project started. Mr. Martin could not name any price <br />range for his affordable housing, stating that would be dependent on how much the <br />City was willing to contribute. <br /> <br /> Mayor Mercer stated he felt it was not fair to endorse the first concept pre- <br />sented but that other developers should be allowed to present any plans they might <br />have relative to affordable housing. <br /> <br /> Councilmember Kephart stated that'Council has talked about affordable housing <br />for a long time and he felt it was time to do something about it. He stated he <br />liked the concept presented tonight and felt tt should be given consideration. He <br />stated he would like to know what type of money is available, availability of land, <br />etc. <br /> <br /> Councilmember Butler stated he felt this concept is a good one and would favor <br />pursuing the idea further. <br /> <br /> Mayor Mercer suggested that the newly proposed Housing Task Force of the Chamber <br />of Commerce could review and make recommendations on this concept. <br /> <br /> Councilmember Mohr asked about rental housing. Mr. Martin stated his plan did <br />not include any rentals. <br /> <br /> After considerable discussion, it was moved by Councilmember Kephart, and seconded <br />by Councilmember Butler, instructing staff to prepare a report regarding the City's <br />involvement in a conceptual plan for affordable housing, including legal ramifica- <br />tions, what fees can be waived, density, money available, availability of land, <br />exemptions from the Residential Allocation Program, etc., for consideration at the <br />City Council meeting of February 10, 1981. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, and Mayor Mercer <br />NOES: None <br />ABSENT: Councilmember Wood <br /> <br />EXECUTIVE SESSION <br /> Mayor Mercer recessed the meeting at 12:05 P.M., to an Executive Session to <br />discuss potential litigation. <br /> <br /> Mayor Mercer reconvened the meeting at 12:20 P.M. <br /> <br />REPORTS OF THE CITY ATTORNEY <br />Amendment to Card Room Ordinance <br /> Mr. Levine presented his report (SR 80:362) dated December 4, 1980, regarding <br />this matter. <br /> <br /> 11. 12/9/80 <br /> <br /> <br />
