It was moved by Councilmember Mohr, and seconded by Councilmember Kephart, that Resolution No. 80-300, determining on the basis of a review of initial environ- mental study done for this project, that no significant environmental impact would occur as outlined in the City's guidelines and that a Negative Declaration is appro- priate for a general plan amendment which would change the land use designation of an approximately 0.8+ acre parcel bounded by Abbie Street, First Street, Angela Street and the SPRR?ight-of-way from "Open Space-Parks and Recreation" to "Commer- cial and Offices", be adopted. Mayor Mercer declared the public hearing open on this item. Mr. William Gale, Attorney representing Mr. Nevis, owner of a 15 acre parcel on Vineyard Avenue, advised that the property isnow zoned Agricultural and that his client is requesting a subdivision of three 2½ acre lots and one 7½ acre parcel. He stated the County was concerned that the City might have objections to this development because of increase in traffic on Vineyard Avenue and that the area will be subject to urbanization. Mr. Gale stated that Council had previously trans- mitted a letter to the County stating the City had no objections to the proposed rezoning. He requested Council to approve the Planning Commission recommendations contained in Staff Report 80:341. Mr. Clifford Bates, 3153 Vineyard Avenue, stated he favored manufactured housing or mobile homes on the north side of Vineyard Avenue. Mr. Lynn Bowers, representing John Pietronave, owner of property on Vineyard Avenue, stated his client concurs with the staff report and Planning Commission recommendation, and urged Council to support the 2½ acre zoning requirement. There being no further public testimony, Mayor Mercer declared the public hearing closed. 7. 11/25/80
