It was moved by Councilmember Wood, and seconded by Councilmember Mohr, con- <br />firming that a'one-way street system should not be further considered and directing <br />staff to proceed with the survey of property owners on Division Street to get their <br />comments on the No Parking proposal. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and ~yor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> At the conclusion of the meeting, Mr. Art Dunkley addressed the Council re- <br />garding this item. He expressed concern that Council and staff had ignored his <br />input at the previous Council meeting relative to this matter, and requested <br />Council to reverse their action on the item. <br /> <br /> After discussion, Council directed staff to meet with Mr. Dunkley to review <br />parking on Division Street and to prepare a report and recommendation for Council <br />review at the meeting of October 28, 1980. <br /> <br />Discussion of Alternatives for Adoption of the Revised Housin~ Element <br /> Mr. Harris presented his report (SR 80:291) dated October 8, 1980, regarding <br />this matter. <br /> <br /> It was moved by Councilmember Wood, and seconded by Councilmember Butler, <br />approving staff recommendations as follows: "In view of the fact that guidelines <br />to implement AB 2853 may not be forthcoming until well into the new year and the <br />fact that the draft Housing Element can be revised and perhaps adopted before <br />that time,I the staff recommends revision and adoption of the draft. This revi- <br />sion may involve some additional quantification of the goals and programs of the <br />draft Element and additional discussion of the role of manufacturedihousing and <br />mobile homes in helping to meet housing needs. The staff feels that these <br />changes can be accomplished and submitted to the Council at a January, 1981, <br />meeting after review by the State. This time frame would include resubmitting <br />the Element to the Planning Commission if that proves necessary. It is probable <br />that such a procedure would allow the City to adopt a ltousing Element in con- <br />formance with State requirements by the end of January, 1981." <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, }Iohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br />Report on Window Signs <br /> Mr. Harris presented his report (SR 80:294) dated September 30, 1980, regard~ <br /> ing this matter. <br /> <br /> After discussion, Council instructed staff to prepare a draft ordinance regu- <br />lating Window Signs, and present the ordinance to the Chamber of Commerce and <br />other interested members of the public for their review and recommendation. Public <br />hearings should then be scheduled by the Planning Commission and City Council on <br />this item. <br /> <br />Matters for the Information of the Council <br /> ~Ir.
