necessary action to keep dust generation on the site to an absolute minimum, and <br /> that the City Council expects the mound to be tarped as soon as possible. <br /> <br /> Councilmember Mohr referred to a letter to the Alameda County Justice Council <br />from the Law and Justice Coordinator dated September 17, 1980, requesting that the <br />subject of the State Women's Facility at Santa Rita again be reviewed and listing <br />advantages for locating this facility at Santa Rita. She stated that Supervisor <br />Raymond had not been notified of this letter. She also stated she felt Council <br />should have input in any discussions regarding this matter. Councilmember Kephart <br />stated this issue has been revived in spite of a promise by Supervisor Raymond that <br />it would not be considered again. He stated that there were no members from this <br />area on the Criminal Justice Board even though Council had requested such an appoint- <br />ment be made. He stated that Supervisor Raymond had advised that no elected official <br />could serve on this Board. He added that there were several elected officials already <br />serving on this Board. Councilmember Kephart strongly objected to statements in the <br />subject letter relative to the advantages of locating the facility at Santa Rita, and <br />to the position taken by the Criminal Justice Council. Councilmember Kephart stated <br />the Council's position had always been one of strong opposition to the proposed <br />Women's Facility, that this position had been stated on numerous occasions and in <br />letters to Federal, State, Regional and local officials. He stated that the County <br />had been petitioned to have a Valley representative on the Criminal Justice Council <br />and he felt this matter should again be pursued in order to get input on this issue. <br />After discussion, Council instructed staff to prepare a letter to send to the Board <br /> Cit ' <br /> of Supervisors and to District Attorney Lowell Jensen, stating the y s strong <br /> opposition to a Women's Facility at Santa Rita, and requesting to have a member of <br /> Council seated on the Criminal Justice Board. <br /> <br /> Councilmember Wood stated that at the last Council meeting, Council approved the <br />purchase of two motorcycles and the hiring of two police officers at zthe lateral <br />entry. Councilmember Wood asked why members of the City's police department were <br />not given the opportunity to apply first for the motorcycle patrol positions, and <br />why didn't Council let the Police Chief and City Manager handle this matter. Mayor <br />Mercer replied the action was taken in response to the request of the Police Chief <br />and City Manager. Council discussion ensued regarding the time involved in purchas- <br />ing and receiving the motorcycle equipment, and the training of Police Officers for <br />motorcycle patrol. Council stated their intent in requesting the hiring of exper- <br />ienced officers was to get this program operating as soon as possible, but not to <br />exclude anyone. After further discussion, it was moved by Counci~ember Kephart, <br />and seconded by Councilmember Butler, that Resolution No. 80-233, approving the <br />hiring of two police officers and the purchase of two fully equipped motorcycles, <br />be amended to delete Section 3 which states that the police officers be hired at <br />the lateral entry. <br />The roll call vote was as follows: <br />AYES: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer <br />NOES: None <br />ABSENT: None <br /> <br /> Councilmember Butler stated he had some concerns regarding design review of the <br />proposed building for the Bank of America and requested this item be reviewed by <br />Council.
