Mayor Mercer stated there is still a problem with dust at the Tam Development <br />Company project on Hopyard Road, and he requested the City Manager to investigate <br />and correct this matter. <br /> <br /> Mayor Mercer raised the issue of RAP phasing, stating he felt there was confusion <br />in the intent of Council's action at the last meeting. He stated he felt a developer <br />should be able to apply for RAP phasing before the end of his current 3-year phasing <br />even though he has no point coming. Councilmember Butler stated one issue that should <br />be addressed is how to treat capital improvements and all points that a developer <br />gained in a phased approval. After discussion, Mayor Mercer instructed staff to re- <br />portback on further alternatives to the RAP phasing. Councilmember Mohr stated she <br />would be meeting with staff to review this matter. <br /> <br />CITY COUNCIL COMMITTEE REPORTS <br /> Councilmembers presented various Committee Reports for the information of the <br />Council. <br /> <br /> ~yor Mercer advised that LAFCO is considering initiating annexation proceedings <br />for the Remen Tract. He stated he has required the City Attorney to investigate <br />this matter and to get the City's input to the Board of Supervisors. He also re- <br />quested that a meeting be scheduled between Councilmembers and residents of the Remen <br />Tract to discuss the issue. <br /> <br />MEETING OPEN TO T[E PUBLIC <br /> No one in the audience addressed the Chair. <br /> <br />PUBLIC HEARINGS <br />Appl.ication of Dennan Construction Company to fezone from the R-1-6500 (Sin~leTFam~ly <br />Kesidential) District to the PUD (Planned Unit Development) District a 4.4 acre site <br />located on the east side of Fairlands Drive immediately north of West Las Positas <br />Boulevard. This application also includes a request for development plan approval <br />for a 35-unit condominium complex propRSed to be built at this location <br /> <br />On the basis of an Initial Study of the potential environmental impacts of the.pro- <br />3~Ft,. the Director of Planning and Community Development has determined that the <br />proposed pro]ec~ yould not have an~ potential significant adverse effects on the <br />environment and that an environmental impact report need not be prepared. This <br />Initial Study is available'for review at the Planning Divisio~ 200 Bernal Avenue.~ <br />Pleasanton. Comments on this decision ma7 be directed to either the Plannin~ staff <br />prior to the above meet~5 date, or directly to the City council at the above <br />noticed meetin~ <br /> Mr. Harris presented his report dated August 15, 1980, regarding this matter. <br /> <br /> Mayor Mercer declared the public hearing open on the application and the negative <br />declaration. <br /> <br /> Mr. George Oakes, representing Dennan Construction Company, stated he agreed with <br />the Planning Commission and staff recommendations for approval of this item. <br /> <br /> No one in the audience spoke in opposition to the application or the negative <br />declaration. <br /> <br /> There being no further testimony, Mayor Mercer declared the public hearing closed <br />on the application and the negative declaration. <br /> <br /> 3. 8/26/80 <br /> <br /> <br />
