After discussion, Council tentatively scheduled September 8 or September <br />15, 1980, as the date to meet with the Human Services Commission to review this <br />report. <br /> <br />Actions Taken by..t.~e Board of..Adjustm@nt~. No action was required or taken by Council on this <br />item. <br /> <br />REPORTS OF THE CITY MANAGER <br />Residential Allocation Program - 1981 Allocation <br />(Contd. from 7-22-80) <br /> <br />RAP Exemptions for Subsidized Housing Pr0jeqts <br />(Contd. from 7-22-80) <br /> <br />Report on Chan~es to the Residential Allocation Pro~/am Ordinance <br /> (Contd. from 7-22-'80) <br /> Mayor Mercer stated these three items would be considered at the same time <br />and had been continued from the meeting of July 22, 1980. <br /> <br /> Mr. Harris presented his reports dated July 14, July 15, andjuly 16, 1980, <br />regarding these items. <br /> <br /> Mr. Doyle Heaton, representing Vintage Hills Ltd., stated this developer <br />preparing plans for a moderate income development in Vintage Hills which has already <br />been approved. He requested RAP exemption for moderate income housing that is <br />privately financed. He requested that exemptions provide for units for sale as <br />well as rental. He further suggested that at least 100 units be set aside for such <br />moderate income housing. <br /> <br /> Mr. Frank C. Brandes, Jr., 6889 Corte Sonada, stated he felt the exemptions <br />should remain as they are now, and consider setting aside numbers as suggested by <br />the Planning Commission and see the free enterprise system work. He stated units <br />should be set aside for apartments and condominiums on a trial basis of one year. <br />Mr. Brandes stated the phasing of projects should be clarified and made more <br />simple. He felt a project having received a 3 year approval (eg. 1980, 81, and <br />82) should be allowed to seek approval for the 4th year (eg. 1983) in the 1981 <br />P~AP selection. <br /> <br /> 9. 8/12/80 <br /> <br /> <br />
